Final salary pension schemes close at record rate

LONDON (Reuters) - UK companies closed final salary-based pension schemes at a record rate last year as funds struggled against rock bottom returns on their staple investments and growing life expectancy, the National Association of Pension Funds (NAPF) said on Monday.

Firms closed 31 percent of so-called defined benefit (DB) pension pots, compared with 23 percent in 2011.

Only 13 percent of DB schemes in the private sector were open to new joiners, down one third from 19 percent in 2011 and against 43 percent in 2005 when NAPF started keeping records.

Just over half of the schemes still open to new members said they were "considering further changes in the next few years".

DB pension schemes have been grappling with spiralling deficits amid pressure from an ageing workforce, red tape from the European Union and the UK government and lacklustre investment returns, NAPF said in its 2012 Annual Survey.

Over the last three years, 375 billion pounds of quantitative easing by the Bank of England has contributed to a sharp drop in the yield on British government bonds, key investments for pension pots.

The deficit of British final-salary linked company pension schemes more than doubled to 231 billion pounds in 2012, according to the Pension Protection Fund (PPF).

Meanwhile, EU legislation requiring funds to have enough cash to cover employee pensions if a company goes bust may stop British firms offering final-salary linked pensions altogether.

The proposed rules would force British firms to find an extra 300 billion pounds to strengthen pension pots.

DB pensions, linked to an employee's salary at retirement and length of service, are typically more expensive to provide than other annuity-purchase schemes.

The NAPF survey comes amid major changes to the pensions sector. Last October, the government introduced an "auto-enrolment" scheme to draw up to 10 million more people into a workplace pension.

The government is also considering a new type of pension scheme to encourage more people to save for retirement.

Irrational Games answer PC Bioshock Infinite questions

A few days ago Irrational Games revealed the PC specs for Bioshock Infinite but there are more questions needing answered. Is it Windows 8 certified? Is there a Steam offline mode? Yes, there?s been plenty of queries so hopefully Irrational?s?Technical Director Chris Kline can fill in any gaps.

Q: Does the game support 120 hertz?

Chris Kline:?If you play the game with the frame rate locked then the game will render at the lesser of the maximum rate that your hardware is capable of, given the current scene and your chosen resolution and graphics options, and the refresh rate of your monitor. If you use the in-game UI option to disable frame rate locking, then the game will only be limited by your hardware and not the monitor refresh rate. For example, if you have a 120 Hz monitor, and your graphics card is capable of rendering the scene at 187 FPS, then the game will render at 120 FPS (if frame rate is locked) or 187 FPS (if unlocked).

Q: Does this title support Windows XP, Vista, 7, or 8?

Chris Kline: Windows XP is not supported. The PC version requires Vista, Windows 7, or Windows 8.

Q: Is it Windows 8 Certified or just compatible?

Chris Kline:?Compatible.

Q: Today I learned the PC requirements for?BioShock Infinite?and that it will come with a bench tool.? If not free, how would I know if it will run?

Chris Kline:?If your PC meets the minimum requirements that we?ve already announced, you can be confident that the game will be playable on that specification with some combination of settings. How fast the game runs and how beautiful it will look depends on how powerful your PC configuration is. So if your PC is at the low end of the requirements you may need to run at a lower resolution and/or lower some of the configurable graphics quality settings.

Q: How would it run on a GTX460?

Chris Kline: I have not personally tested with this specific graphics card, and I don?t have access to your machine, so I?m not able to give you hard numbers. However, that card is above our minimum requirements for graphics cards. Therefore if your machine meets the other minimum requirements for?BioShock Infinite, I believe it will run well.

Q: Will there be any DRM?

Chris Kline:?We are using the standard?Steam?DRM. You?ll need a?Steam?account and a broadband internet connection during initial installation for?Steamauthentication. But otherwise it works pretty much like any other Steam title: you can install under the same?Steam?account on multiple machines, activate Steam Offline Mode to play on an airplane, etc.

Q: Will I be able to run this on ATI Radeon Mobility HD 4500 series?

Chris Kline:?Unfortunately this card is below our minimum requirements, so I cannot state with confidence that it will perform well on your PC.

Q: If I purchase a boxed copy of?BioShock Infinite, does that mean I?ll still be able to play it using?Steam?or do I have to actually purchase it throughSteam?

Chris Kline:?You do not need to purchase the game via?Steam?to play it using?Steam.

Q: Will the game require the disc to be in the computer or is it able to directly download from Steam? I bought the collector?s edition but my computer doesn?t have an optical drive.? Am I allowed to input a code into Steam and download it without the disc?

Chris Kline:?Boxed copies will include a?Steam?key. So if you bought a boxed copy but your computer doesn?t have an optical drive, you can still activate and install the game via a?Steam?download.

Q: Is?BioShock Infinite?a Steamworks title?

Chris Kline:?Yes,?BioShock Infinite?is a Steamworks title, and activation requires a?Steam?account.

Q: The minimum PC specs confuse me.? It says that the minimum video memory is 512, but it also states that it can run on Intel integrated chipsets which my system says is 384 megs.

Chris Kline:?This is a little complicated to answer because Intel graphics works a little differently from other vendors. As Intel says in their?Graphics Memory FAQ:

?Intel graphics do not have dedicated memory but utilizes some of the computer?s system memory. The amount of memory used for graphics may be a fixed amount or may vary up to a maximum amount. It depends on if your computer manufacturer has configured your computer to use a fixed amount, a dynamic amount (varying up to a maximum amount), or a combination of both fixed and dynamic amounts of graphics memory.?

The best way for you to find out if your computer has enough graphics memory is to follow the instructions in the?Intel Graphics Memory FAQ?in the section titled?How much graphics memory does my computer have???This explains a method that allows you to find out how much memory your Intel graphics setup has access to, taking into account the memory it shares with system memory.

Patients and Evolutionary History

Evolution has revolutionized our modern scientific understanding of natural history and how our bodies came to be. Yet evolutionary insights regarding health and disease are not typically emphasized with patients.

Medical education focuses on proximate causes of disease ? infection, trauma, cellular regulation, etc. ? as opposed to evolutionary understandings of how our traits and responses came to be in the first place. What evolutionary insights are there for clinical medicine?

Medical conditions can occur when there is a mismatch between our evolved bodies and our particular society and environment. This idea challenges some of our notions of disease.

Hardly a day goes by when I don?t see patients with lactose intolerance, allergies, obesity, anxiety, near-sightedness, ADHD, and flu symptoms. The lactase gene spread rapidly in historical populations with dairy husbandry. But 70% of the world?s population is lactose intolerant, all of whom are ?normal? in the context of their environments that were, until recently, lactose-free.

Allergies and autoimmune conditions are more common in developed societies where infections occur less frequently. This suggests a mismatch between our evolved immune system and our current environment. Recent evidence suggests that the incidence of autoimmune Crohn?s disease has risen in places where the incidence of gastrointestinal worm infection has fallen.

Obesity likely represents a mismatch between our food preferences which evolved in environments of relative food scarcity, and modern environments with increased food availability and decreased activity levels.

Anxiety may have been an evolutionarily useful response ? think of the advantage of being jumpy when you hear rustling in the tall grass in an African savannah ? but now may be an inappropriate expression for our current environment.

According to a recent study, children who are genetically susceptible to near-sightedness are less likely to become nearsighted if they spend more time outdoors.? This suggests near-sightedness may in part result from a mismatch between the outdoor environment in which we evolved and modern indoor activities such as reading and playing video games.

With an evolutionary perspective, conditions such as attention deficit hyperactivity disorder may be conveyed not as a disease, but rather a mismatch between a patient?s evolved nature and our particular society?s educational expectations. In all these conditions, an evolutionary approach helps clinicians and patients see medical conditions as contextual, rather than as an inherent defect. Evolution ? natural history ? becomes relevant.

Fever, cough, vomiting, diarrhea, etc. are evolutionary host defenses to expel infections, not, as patients often believe, infections themselves. Nonetheless the suffering can be marked. If treatment is provided to alleviate these symptoms, will our body?s defense against infections be weakened? This area is ripe for additional scientific research.

Like the early days of pharmacology and microbiology, it is too soon to predict the extent of clinical relevance that an explicit evolutionary understanding can yield. Evolutionary thinking has already directly impacted clinical medicine in areas such as genetics and vaccine design. Evolutionary principles also inform public health measures, such as the campaign to avoid inappropriate antibiotic use in humans and livestock to help prevent the evolution of resistant pathogen strains.

Just because a trait evolved does not make it good or bad. Evolution itself is impersonal and morally neutral.? It is up to us to provide deliberate values into the blind shuffle of evolutionary selection. An evolutionary scientific understanding provides greater wisdom into health and illness. Even in this world of technological marvels, the ?history and physical? (H&P) is often emphasized as a physician?s most valued diagnostic strategy. In essence, evolution is history. With an evolutionary perspective, the ?H? in ?H&P? can be understood and appreciated at a deeper level.

More than one brain behind Einstein's famous equation: E=mc2

Jan. 25, 2013 ? A new study reveals the contribution of a little known Austrian physicist, Friedrich Hasen?hrl, to uncovering a precursor to Einstein famous equation.

Two American physicists outline the role played by Austrian physicist Friedrich Hasen?hrl in establishing the proportionality between the energy (E) of a quantity of matter with its mass (m) in a cavity filled with radiation. In a paper about to be published in the European Physical Journal H, Stephen Boughn from Haverford College in Pensylvannia and Tony Rothman from Princeton University in New Jersey argue how Hasen?hrl's work, for which he now receives little credit, may have contributed to the famous equation E=mc2.

According to science philosopher Thomas Kuhn, the nature of scientific progress occurs through paradigm shifts, which depend on the cultural and historical circumstances of groups of scientists. Concurring with this idea, the authors believe the notion that mass and energy should be related did not originate solely with Hasen?hrl. Nor did it suddenly emerge in 1905, when Einstein published his paper, as popular mythology would have it.

Given the lack of recognition for Hasen?hrl's contribution, the authors examined the Austrian physicist's original work on blackbody radiation in a cavity with perfectly reflective walls. This study seeks to identify the blackbody's mass changes when the cavity is moving relative to the observer.

They then explored the reason why the Austrian physicist arrived at an energy/mass correlation with the wrong factor, namely at the equation: E = (3/8) mc2. Hasen?hrl's error, they believe, stems from failing to account for the mass lost by the blackbody while radiating.

Before Hasen?hrl focused on cavity radiation, other physicists, including French mathematician Henri Poincar? and German physicist Max Abraham, showed the existence of an inertial mass associated with electromagnetic energy. In 1905, Einstein gave the correct relationship between inertial mass and electromagnetic energy, E=mc2. Nevertheless, it was not until 1911 that German physicist Max von Laue generalised it to include all forms of energy.

(AP) ? Street surveillance cameras in one of the world's most dangerous cities were turned off last week because Honduras' government hasn't paid millions of dollars it owes. The operator that runs them is now threatening to suspend police radio service as well.

Teachers have been demonstrating almost every day because they haven't been paid in six months, while doctors complain about the shortage of essential medicines, gauze, needles and latex gloves.

This Central American country has been on the brink of bankruptcy for months, as lawmakers put off passing a budget necessary to pay for basic government services. Honduras is also grappling with $5 billion in foreign debt, a figure equivalent to last year's entire government budget.

"There are definitely patients who haven't been able to get better because of this problem," said Dr. Lilian Discua, a pediatrician. "An epileptic who doesn't take his medicine will have a crisis. This is happening."

The financial problems add to a general sense that Honduras is a country in meltdown, as homicides soar, drug trafficking overruns cities and coasts and the nation's highest court has been embattled in a constitutional fight with the Congress.

Many streets are riddled with potholes, and cities aren't replacing stolen manhole covers. Soldiers aren't receiving their regular salaries, while the education secretary says 96 percent of schools close several days every week or month because of teacher strikes.

Some government offices must close because they don't have ink to take fingerprints. The country's national registration agency has been shuttered for 10 days because of unpaid salaries.

"In many ways, the state is no longer functioning," said Robert Naiman, policy director of Just Foreign Policy, a Washington D.C.-based organization aimed at reforming U.S. foreign policy. "If they keep not paying their soldiers, those soldiers are probably going to stop being soldiers and maybe take some other action."

Experts say a mix of government corruption, election-year politics and a struggling economy has fueled the crisis.

The local chapter of the international watchdog group Transparency International issued a study in December that alleged some lawmakers had spent money on plane tickets to a tennis tournament in Spain, Mother's Day gifts and other personal expenses, the report found.

The study's author, Ludin Ayala, said the country's Congress is the most expensive in Central America, although Honduras is the poorest country the region.

"The Congress doesn't have rules for making these expenses, which are at the discretion of the (legislative) president," Ayala said. "I don't know if it's shameful, sad or disgusting that in the National Congress, there isn't any transparency."

Former presidential candidate and legislator Olban Valladares charged that much of the public money has indeed gone into campaigns ahead of November's elections, in which the president, mayors and 128 congressional representatives will be elected.

"Sadly, we have a great number of candidates who are state officials and their tendency is to abuse state resources that they control to fund their campaigns," Valladares said.

Congress President Juan Orlando Hernandez said that ousted former President Manuel Zelaya and his allies created much of the current mess.

"They are the ones who have left us today with an enormous debt ... leaving us a country that's unsafe, indebted and isolated in the world," Hernandez said in a news release.

Although Congress goes on recess Friday, lawmakers have only partially passed a budget to pay some of state employees and contractors. That leaves undecided the budgets of autonomous institutions such as utilities and the port authority.

Instead, lawmakers are discussing proposals already declared unconstitutional by the Supreme Court and don't deal with the immediate financial problems. On Tuesday, for example, Congress approved a law that would allow any elected official to be impeached.

Hugo Noe Pino, an economist at Honduras' Central American Institute for Fiscal Studies, noted that Congress approved the sale of an additional $750 million in bonds last November without resolving any of the core budget issues.

"In this political year, the state resources can be used for political campaigns," Pino said. "If they haven't discussed the budget, why are they approving the financing (through bonds) of a budget that doesn't exist?"

Financial fraud isn't limited to the government. Tax evasion, for example, is widespread, with the government missing out on an estimated 43 percent of revenue due, said Mario Lopez Steiner, Honduras's tax director.

"The culture of tax evasion is incredible in Honduras," he said.

The institutional paralysis has also spread to the justice system. The Constitutional Chamber of the Supreme Court has not met for a month and a half because President Porfirio Lobo accused the magistrates of being part of a conspiracy to overthrow him.

Congress, whose majority belongs to Lobo's party, dismissed several judges without an impeachment trial. Meanwhile, the fired judges continue to enjoy the use of their offices and cars with drivers, even as other government employees go unpaid.

Because Congress hasn't replaced the dismissed judges, no one can rule on their appeal to be reinstated because the court's other justices have recused themselves from the case.

"Public power has been turned upside down in a brazen way," said Oscar Cruz, a former prosecutor in charge of defending the constitution.

The government and the ruling bloc have at least one idea to solve the fiscal crunch: They've introduced a bill that would create the country's first sales tax while eliminating tax breaks for companies that import goods.

The bill's supporters predict it will generate an additional $1.2 billion in revenue, which would double the government's yearly tax intake.

Businesses such as fast food franchises have long been exempt from taxes because they supposedly promote tourism even though many of them "are neither in tourist zones nor do they attract tourism," said Lopez Steiner.

Such tax breaks have been "approved as payments for political favors and as a result of the financing of election campaigns, which are always linked to tax favors," he said.

Legislators have so far suspended all tax exemptions for 60 days while a commission reviews whether to reinstate them.

Some families have survived the government vacuum with remittances sent by some of the 1 million Hondurans living in the United States. Their money equals 19 percent of the country's gross domestic product, according to the World Bank.

Yet it isn't enough for government workers such as teacher Daniel Espunda, who have lost paychecks to the political crisis.

"Now they owe me five months of salary. January will be the sixth I haven't been paid," Espunda said. "No one says anything about when the payday will come."

Helicopter crashes into crane on London tower, kills two

LONDON (Reuters) - A helicopter crashed into a crane on top of one of Europe's tallest residential blocks on Wednesday, killing two people as it burst into flames and spiraled down into rush-hour traffic close to the Houses of Parliament in central London.

Police said there was nothing to suggest a terrorism link to the crash on a foggy morning on the south bank of the River Thames, less than a mile from Britain's parliament, its secret services headquarters and the site of a new U.S. embassy.

In parliament, later in the day, Prime Minister David Cameron said helicopter flights over a city with an increasing number of huge skyscrapers needed to be carefully examined.

"There was a big bang and bits started showering down, then there was an explosion down the road," said truck driver Ray Watts whose vehicle was hit by falling debris.

"We saw the fireball down there and the smoke. We didn't know what way to run because there were bits coming down everywhere."

Witnesses said the helicopter hit a crane on top of the as-yet unoccupied 185-metre (200-yard) high cylindrical block - The Tower, One St George Wharf - spun out of control, fell to the ground and burst into flames, setting nearby buildings alight.

Wreckage was strewn across roads close to Vauxhall train station, a major transport hub near the south bank of the River Thames, which was packed with thousands of commuters at the time of the incident shortly after 0800 GMT.

A Reuters reporter at the scene said tangled bits of crane could be seen hanging off the side of the tower, the top of which was still shrouded by low cloud an hour after the crash.

"It is something of a miracle that this was not many, many times worse given the time of day that this happened," police Commander Neil Basu told reporters. The fire service said it had rescued one man from a burning car.

Basu said the helicopter was believed to be on a commercial flight from Redhill, south of the capital, to Elstree, home to famous British film studios north of London, but had been diverted to a heliport near the crash site.

He said there were 13 casualties. The pilot was one of those killed and it was not thought anyone else was on board. One other person was found dead near the wreckage.

The helicopter involved was an Italian-made twin-engined AgustaWestland 109, the company's bestselling VIP corporate helicopter, according to a source familiar with the situation.

Edmir Pishtar, who was in a van outside the site, said he spoke to the operator who was about to get into the crane cab.

"He was literally shaking because he was getting ready to climb into the crane and he was late," Pishtar said.

Roads around the area including a route over the Thames were closed off, and bus and rail services were affected.

INQUIRY

The Department of Transport's crash investigation unit said it had launched an inquiry and it could be several months before it produced a definitive report.

Neither the tower's developer, Berkeley Group, nor police would speculate on the cause of the crash.

Helicopters should normally fly 500 feet above tall structures. Despite its proximity to landmarks such as the headquarters of Britain's MI6 international intelligence agency, police quickly ruled out an attack by militants.

"There's nothing to suggest any terrorism link," said a spokesman for London's Counter Terrorism Command.

A local lawmaker said authorities should re-examine where and how helicopters were allowed to fly over the capital, where a number of skyscrapers - including the Shard, the highest building in western Europe - have been built in recent years.

Helicopters in London are generally supposed to fly along the River Thames and the nearby London City Airport said its flights had been disrupted due to low visibility.

"I'm sure they (helicopter flights) will be looked at as part of the investigations that will take place," Cameron said.

Builder Brookfield Multiplex said the tower's 52 floors house 212 luxury flats which media reports have suggested could sell for as much as 50 million pounds ($80 million).

Mayor Bloomberg Updates New Yorkers on School Bus Strike








The following are Mayor Bloomberg?s remarks as delivered at City Hall today:

?On buses, let me talk a little bit about what?s going on. I have Dennis Walcott, our Schools Chancellor, joining is here, Kathleen Grimm, Chief Banks. We wanted to update you on today?s bus strike by members of Local 1181 of the Amalgamated Transit Union. Pam Mitchell, thank you very much for signing for us today. And Chief Banks, thank you for coming.

?At the outset, let me say something about the attempts by some supporters of this strike to prevent school buses from operating. Four bus vendors ? three in Brooklyn and one on Staten Island ? reported that pickets supporting the strike blocked gates at their garages this morning in an effort to keep buses from those garages from leaving. That is illegal.

?The NYPD was called in to intervene so that the buses could roll out and start picking up students, many of whom may have been standing outside in this morning?s freezing rain with their parents, waiting for their rides to school.

?The drivers and matrons on those buses are not members of Local 1181. They?re either represented by other unions, or are nonunion workers. And I think it?s just an outrage that picketers would try to prevent them from doing their jobs. It?s an even bigger outrage that they would try to prevent kids from getting to school today.

?Union leaders have denied that this is a strike against schoolchildren and their families. Unfortunately, I think it?s fair to say, such disgraceful actions speak louder than words.

?Whatever else happens during this strike, let me make it clear: We won?t permit that kind of reprehensible conduct.

?Now, let me give you an overall summary of the school bus situation. There are a total of 7,700 yellow school bus routes in the city. They serve about 152,000 students out of a total of 1,350,000 public and private school students and pre-kindergarten students. The 152,000 is about 11 percent of the total. So to start out, that means that 1.2 million of our students were not affected by the strike. For them, it was a normal school day, although I will say with the weather a lot of them probably weren?t happy to trudge through the rain and slush, but they did get to school.

?Our force, however, has got to be on helping the 152,000 who use school buses on a normal day to get to school, and we?re doing that by providing free MetroCards or by reimbursing parents their auto travel expenses to and from school. And we?ve especially focused our help on the roughly 54,000 public and private school aged students with special needs. Those youngsters often experience extra difficulty when trying to use public transportation, and we?re doing everything we can do make their problems as minimal as possible, although it obviously, for some of them, it really is a struggle.

?Let me tell you what happened today. At 7:00 AM, roughly 39 percent or about 3,000 of the total 7,700 bus routes were running. So let?s say 40 percent, 3,000 buses out of the 7,700 picked up their students on their normal routes, and that includes, I?m happy to say, all of the pre-k routes serving 12,000 students.

?That?s because they were covered by contracts that were renegotiated last year. The buses that are in operation are staffed by workers who are, I will say, not members of Local 1181.

?Before turning things over to Dennis, let me reiterate: This strike is about job guarantees that the union just can?t have. That?s what the State?s highest court, the Court of Appeals, has ruled. That opinion was written by New York State Chief Judge Jonathan Lippman.

?The union has lost legal challenges on this issue at every level; 12 judges told them they?re wrong, that they are seeking protections that aren?t provided, incidentally, in any other school district in the nation.

?In fact, Local 1181 has contracts with other bus companies nearby in Westchester County, on Long Island, and in Connecticut that do not have in those contracts provisions such as this, and where they?re nevertheless providing safe, reliable bus service.

?But if you tell a lie long enough, maybe some people will believe it. The truth of the matter here is any lawyer will tell you, after 12 judges right up through Chief Judge Jonathan Lippman have said something is illegal it is illegal, and trying to say well it?s illegal for one group and not another is just ridiculous. It is illegal for us to provide it in this situation, regardless of whether these are pre-K students or special ed students, or any of the other groups of students.

?Number two, we pay far more than any other school system in the nation for school busing. The question you have to ask yourself is, are we doing a good job in allocating the taxpayers? money that we?ve devoted to education to the part of education that will give our students the best results.

?We spend in this city $6,900 per student, compared to the next closest system, which is Los Angeles, which pays just $3,100 per student. So less than half in Los Angeles, and all of the other cities are less than that. It is just irrational for us to keep spending this amount of money unless there?s no alternative, and we?re going to find out whether there?s an alternative by putting the contracts out to bid. That?s what the law requires us to do, it just hasn?t been done since 1979, but that doesn?t mean we don?t have a responsibility to do it.

?Today our parents are having a tougher time than ever before with this economy. The taxpayer does not want to spend any more money than he or she has to do. We do have an obligation to provide safe, reliable service, but we have an obligation also to do it at the best price, and we want to reinvest anything that we can save back into the classrooms where we know we have to keep improving the educational experience for our kids as the demands of the marketplace and globally increase.

?This is why we?ve chosen to bid out contracts for 1,100 bus routes. We think that the union has obligations as well. It is obviously designed, unions as they should be, to protect their members and get them the best wages and benefits and working conditions that they can.

?And we understand that. But we don?t set salaries and benefits for these workers. Their employers, the bus companies that they work for, do. And the protection that they?re seeking is one which we can?t force their employers to provide ? by law. And it is not in the City?s interest to do so.

?The City?s interest is to get the best service that it possibly can at the lowest possible price, and that?s exactly what we?re going to do. The taxpayers of this city have never told us that they want to take any one group and say I?m going to pay more taxes just to support that group.

?The taxpayers of this city want to make sure the City?s employees, who we have a responsibility to, get paid as well as we can, as fairly as we can. That?s 280,000 people, and our responsibility is to make sure the monies are going to them. And when we contract services out, to get the best possible service that we can at the best price.

?The employees that are striking, they have to resolve their issues with the bus companies that employ them, and not us. So let me turn things over to Dennis and he can describe it in a little more detail. Dennis??

Nats trade Morse to Seattle in 3-team deal

The Washington Nationals traded power-hitting Michael Morse to Seattle on Wednesday in a three-team deal that moved catcher John Jaso from the Mariners to Oakland.

The NL East champion Nationals reacquired pitching prospect A.J. Cole, dealt from Washington to Oakland just 13 months ago in the trade for Gio Gonzalez. Washington also got pitcher Blake Treinen and a player to be named.

Morse hit .291 with 18 home runs and 62 RBIs for the Nationals in an injury-plagued season, playing mostly as an outfielder. The Nationals acquired Denard Span in a trade and contemplated moving the 30-year-old Morse to first base but then re-signed Adam LaRoche. Morse played for the Mariners from 2005-08.

Jaso, 29, batted .276 with 10 homers and 50 RBIs but became expendable when Seattle signed Raul Ibanez to be its designated hitter, a move that shifts Jesus Montero from a catcher-DH split to primarily behind the plate. The AL West champion A's had Kurt Suzuki as their main catcher last season before trading him to the Nationals.

Cole, a 21-year-old right-hander, was among four players traded by Washington to Oakland in December 2011 for pitcher Gio Gonzalez. Cole was 0-7 with a 7.82 ERA in eight games at Stockton of the California League and 6-3 with a 2.07 ERA at Burlington of the Midwest League, both Class A level.

To open a roster spot, Oakland designated catcher George Kottaras for assignment.

WASHINGTON (AP) ? Northeastern lawmakers hoping to push a $50.7 billion Superstorm Sandy aid package through the House face roadblocks by fiscal conservatives seeking offsetting spending cuts to pay for recovery efforts as well as cuts for projects they say are unrelated to the Oct. 29 storm.

Their amendments set up a faceoff Tuesday as the House moved toward votes on the emergency spending package, with Northeast lawmakers in both parties eager to provide recovery aid for one of the worst storms ever to strike the region.

The base $17 billion bill by the House Appropriations Committee is aimed at immediate Sandy recovery needs, including $5.4 billion for New York and New Jersey transit systems and $5.4 billion for the Federal Emergency Management Agency's disaster relief aid fund.

Northeast lawmakers will have a chance to add to that bill with an amendment by Rep. Rodney Frelinghuysen, R-N.J., for an additional $33.7 billion, including $10.9 billion for public transportation projects.

The Club for Growth, a conservative group, is urging lawmakers to oppose both Sandy aid measures. Sandy aid supporters, nonetheless, voiced confidence Monday they would prevail. The Senate passed a $60.4 billion Sandy aid package in December with bipartisan support.

Lawmakers emerging from a private meeting of House Democrats Tuesday morning said they were urged to support the bill despite imperfections.

House Majority Whip Steny Hoyer, D-Md., said after a private meeting of House Democrats Tuesday morning that he believed the full Sandy measure would pass. He said he was expecting about 50 Republican votes for the $33 billion portion of the measure, and he said he believed the votes would be there for the $17 billion portion and to defeat a GOP across-the-board spending cut amendment as well.

"I think we'll be all right," he said.

Rep. Nita Lowey, D-N.Y., said Congress had waited far too long to act, 79 days after the storm struck.

"It is imperative that we pass this package today," said Lowey.

The House will consider 13 amendments, including one requiring spending offsets and four seeking to strike money for some projects either not directly related to Sandy or not seen as emergency spending.

As with past natural disasters, the $50.7 billion Sandy aid package does not provide for offsetting spending cuts, meaning the aid comes at the cost of higher deficits. The lone exception is an offset provision in the Frelinghuysen amendment requiring that the $3.4 billion for Army Corps of Engineers projects to protect against future storms be paid for by spending cuts elsewhere in the 2013 budget.

Sandy aid supporters are most concerned about the amendment by conservative Reps. Mick Mulvaney, R-S.C., Tom McClintock, R-Calif., Jeff Duncan, R-S.C., and Cynthia Lummis, R-Wyo., to offset the $17 billion base bill with spending cuts of 1.6 percent for all discretionary appropriations for 2013.

Northeast lawmakers said passage of the Mulvaney amendment could complicate prospects for quick action on the broader Sandy aid package in the Senate, which has passed a $60.4 billion aid package with bipartisan support that does not have offsetting spending cuts.

Mulvaney said he wasn't trying to torpedo the aid package with his amendment.

"This is not a poison pill," he said. "It's not designed for delay. ... I just want to try and find a way to pay for" Sandy aid.

Other amendments set for floor debate would cut $15 million for Regional Ocean Partnership Grants, $13 million for the National Weather Service ground readiness project, $1 million for the Legal Services Corporation and $9.8 million for rebuilding seawalls and buildings on uninhabited islands in the Steward McKinney National Wildlife Refuge in Connecticut.

House Speaker John Boehner, R-Ohio, planned votes on both the $17 billion base bill and the Frelinghuysen proposal for $33.7 billion more. He's responding both to conservatives who are opposed to more deficit spending, and to pointed criticism from Govs. Andrew Cuomo, D-N.Y., and Chris Christie, R-N.J., who are fuming because the House hasn't acted sooner.

Boehner decided on New Year's Day to delay a scheduled vote after House Republicans rebelled over a bill allowing taxes to rise on families making more than $450,000 a year because it included only meager spending cuts. Christie called the speaker's action "disgusting."

The Senate's $60.4 billion bill on Sandy relief expired with the previous Congress on Jan. 3. But about $9.7 billion was money for replenishing the government's flood insurance fund to help pay Sandy victims, and Congress approved that separately earlier this month. Whatever emerges from the House this week is scheduled for debate in the Senate next week after President Barack Obama's second inauguration.

FEMA has spent about $3.1 billion in disaster relief money for shelters, restoring power and other immediate needs after the storm pounded the Atlantic Coast with hurricane-force winds. New York, New Jersey and Connecticut were the hardest hit.

Justice Ministry briefs Jewish leaders on hate-crimes law in wake of ...

Budapest, January 15 (MTI) ? State Secretary for Justice R?bert R?passy held consultations Tuesday with leaders of Jewish organizations on legislative issues connected with hate crimes, the ministry told MTI.

R?passy briefed the head rabbi of the Unified Hungarian Jewish Congregation EMIH and a representative of the Action and Defence Foundation on developments concerning Hungary?s new criminal code which went into effect on July 1, 2012, the ministry said in a statement.

The new criminal code made changes to the qualification of crimes of incitement to hatred of a community and violence committed against a member of a community. A modification of the code on Dec. 17 last year introduced the right of civil rights involving a community, the statement said.

The state secretary vowed that ministry experts would review constitutional, civil rights and criminal law issues concerning the protection of a community?s integrity and would recommend legislative steps as necessary.

The two organizations filed a complaint against a radical nationalist lawmaker that was rejected by the prosecution?s investigations office.

EMIH accused Jobbik deputy M?rton Gy?ngy?si of incitement to hatred against a community over his parliamentary address on Nov. 27 in which he called for the compilation of a list of Jewish ministers and MPs.

Justifying the decision, Imre Keresztes, the head of the prosecution?s investigations office, said the legal interpretation consistently applied by the Constitutional Court and other courts has shown that incitement to hatred against a community is committed ?if a perpetrator acts in a way that results in? a direct threat of violence caused by incited emotions.?

EMIH and the Action and Defense Foundation expressed disappointment over the prosecution?s decision.

?The prosecutor has applied the rule ordering to punish those inciting hatred against a community contrary to the lawmakers? original intention,? they said.

The two organisations said that ?consulting with Hungarian and international interest associations and with legal experts? it would make every possible effort to clarify the legal environment for punishing incitement to hatred.

This is a long response to make the point. It is always good to exchange thoughts and ideas without judgments to enrich ourselves to deal with the issue.

I realize the traditionalist will not like my take on the issue, and they are welcome to go behind my back and malign me, as if that is the Muslim thing to do. As a Muslim, it is my duty to speak out the truth as I see as an individual; we may not be ready for it now. Right now we are at a stage to ignore the issue, next time, we will remain silent, a stage of ?don?t ask don?t tell? will come upon us, and then finally we will have a heart to accept fellow beings, as they are. Mahmood o Ayaz ( rich or poor) will be on par then.

The American Muslims and Christians are grappling with the issue; the majority is still swayed to think negatively, probably because of the propagated mis-understanding of homosexuality.

Let me share another perspective on some of your comments.

I am concerned about your statement of eradication, << a problem that needs to be eradicated>>.

God did not do it himself, but you want to do it then? Even if we went with your interpretation of Sodom and Gomorrah that God destroyed them because of homosexuality, then why did he not destroy them for Good? That is the fallacy of interpretation.

Diversity is God?s formula for sustaining his creation, God did not make a mistake, neither did he goof up. Everything is created in balance and proportion, including sexual orientations, promiscuity, hyper and lower to no sexual drives. Had God willed, all of us would have been exactly alike (Quran).

The story of Sodom and Gomorrah serves to acknowledge the diversity of mankind. The story also is understood in two different ways; one that God destroyed the Qarya (township) because the population was homosexual, the other part is God destroyed the township because of the lewdness displayed by those men who forcibly raped other men.

Our traditions, both Christian and Muslim, have been interpreted by men, to suit their whims rather than what is right, and we need to fix some of the errors from the past. I can give a lot of examples, but here are a few for you to ponder.

In case of Delhi Rape, thank God it was not Sharia, had it been the Sharia law, the Rapists would have gone scot free because the girl could not produce 4 men witnessing penetration of the rapists. So much for the mangled up Sharia! Thank God, India chose to be a pluralistic nation. You know the flaws of the Sharia as practiced, I cannot call that Sharia <<Islamic>> when injustice is rampant in that system, a man can put a woman with children on the street in a hurry if the asshole is angry by saying Talaq (divorce) three times, that is not Islamic, are you ready to challenge the tradition of practicing Muslims? The Islamic Sharia is about justice, but where is it practiced?


It is time to think and give room to our intelligence to function.

First of all, I have nothing to gain from this, but standing up for others people?s right is the right thing to do.

Humans are born with a free will and there should not be any compulsion on any one to believe otherwise, did our wise prophet not say that? Sharing knowledge, yes, but compulsion, No.

Javed, here you go again, ?The best form of compassion towards gays will be to keep them away from their addiction, even if by force. Institutionalisation of homsexuality accompanied with their rights to marry and adopt children will only ensure a big growth in the percentage of gays. Isnt it a big crime to expose children to gay parents rather than normals? Children exposed to gay relationships will obviously have much greater chances to grow as gays.?

I am not debating with you to win or lose, nor am I expecting a person to clap for you or me? it is a serious issue for discussion and we cannot be judgmental.

Are you denying the parenting rights to men and women who are gays and lesbians? You think children will not feel the need to have a father and a mother, regardless of what the parents are? You think the children are going to drop their parents because of their sexual orientation, promiscuity or no sex drive? You think your declaration will turn the switch off for the longing of the children? My friends, you have not understood the human need for longing, loving and caring.

God may have a real problem with your statement, ?If mankind is to be saved from the menace, homosexuality has to confronted and at a certain time, severe punishments may be required to first punish those who commercialise and institutionalise homosexuality and then the gays and lesbians themselves.?

You call it a menace? Are you saying God screwed up?

No, not at all. God did not mess it up.

As a society, we need to punish rape, or any act that violates the rights of others. Indeed, God did punish the people in the story of Sodom and Gomorrah, the punishment was for the lewd behavior; raping men and not for homosexuality.

Have empathy my friend, and ignore what people would say. They did not even spare the prophet, and they will not spare you or I. We might as well do the right thing then; to speak for the rights of all humanity.

Every human has a right to express his thoughts and sex without taking away things from others. There is a grave mistake on the part of hetrosexuals and bisexuals, marriage simply implies intercourse to them, ignoring all the other good and important things that come with it. They imagine lust as the driving factor in gay and lesbian relationships, and completely dismiss the overwhelming need to be oneself in a relationship, it is companionship over sex.

?I will request you to not become a pawn in the hands of the forces that have interests in the institutionalisation of homosexuality. Think of the larger mankind rather than a few perverted people. ?

And my friend Javed, I request you not to pander to the men who would clap for you. The truth is neither you nor I are motivated by any such non-sense, we are speaking our hearts and minds out, period. We are being truthful in expressing our understanding. What we should not do, is to deny other individual her or his right to the pursuit of his or her happiness.

If Quran has prescribed death sentence for certain practices, do you think it is against the Wisdom? The biggest farce being imposed on the world by vested and institutionalised interests is that homosexuality is inborn, and God has chosen to give birth to gays.

First, pure gays can in no way reproduce, which is the essential condition for genes to pass through to next generation. Second, even the people born with congenital anomalies are treated as required. Schizophrenia is often linked with genes but schizophrenics are actively and aggresssively treated, and if they become a threat to others, they are imprisoned in assylums.

Homosexuality is an addiction and gays should be given an opportunity to get treated. This is necessary in the first stage of what should be a phased campaign to eradicate homosexuality from society. But for this campaign to begin, the first step will have to be in the form of recognition of homosexuality as a problem that needs to be eradicated rather than legalised, institutionalised and commercialised.

Furthermore, it has to be recognised that homosexuality is the biggest threat to homosexuals themselves, with the life expetancy of homosexuals being 20-30 years less than the straight. They pose serious threats to others also as they are more likely to catch and spread STDS and AIDS.

Quraan is the basis for our conversation, whether one is conservative or liberal.

Even though conservative religious rhetoric has dominated the american religious landscape, it has not permeated in the society. The people of two states have approved same sex marriage, and the trend will continue.

A majority of American Muslims are grappling with the issue. If the conservative Christians and Muslims have the dictatorial powers, they will kill all Gays and lesbians, thank God, the power to judge one's faith still rest with God, it's his call. He created us all, and he could have created us all alike, like the angels, but he chose to create us to be different, each one with his or own unique DNA, thumb print, taste buds etc.., shouldn't we honor God's choice?

Javed it's not easy, Allah has given us the freedom to look at the masalah, and find answers thru what works in the society, and as Muslims particularly, we cannot judge ones practices, as long as they are not robbing others, hurting, killing or breaking the civil covenants.

Should I repeat the figures that tell how big a threat homosexuality is to human existence? Surely, thousands of times bigger than "Terrorism". Homosexuality is an addiction much more dangerous than cocain. It needs to be eradicated at the earliest. Compassion for gays and lesbians is understandable only if it is aimed at weaning them away from their addiction rather than preserving it.
