Iran Test-Fires Long Range Missiles During Naval Exercise In The Gulf, Semi-Official Fars News Agency Reports

TEHRAN, Dec 31 (Reuters) - Iran test-fired long range missiles on Saturday during a naval exercise in the Gulf, the semi-official Fars news agency said, following a threat by Tehran to close shipping lanes if the West imposes sanctions on its oil exports.

The 10-day naval drill in the Gulf began last week as Iran showed its resolve to counter any attack by enemies such as Israel or the United States.

"Iran test-fired missiles including long range (missiles), surface to sea, ... in the Persian Gulf," Fars said.

Tehran threatened on Tuesday to stop the flow of oil through the Strait of Hormuz in the Gulf if it became the target of an oil embargo over its nuclear ambitions, a move that could trigger military conflict with countries dependent on Gulf oil.

Tensions with the West have risen since the U.N. nuclear watchdog reported on Nov. 8 that Iran appears to have worked on designing an atomic bomb and may still be pursuing research to that end.

Iran denies this and says it needs nuclear technology to generate electricity to meet growing domestic demand.

During military drills in 2009, Iran test-fired its surface-to-surface Shahab-3 missile, said to be capable of reaching Israel and U.S. bases in the Middle East.

Washington has expressed concern about Tehran's missiles, which include the Shahab-3 strategic intermediate range ballistic missile with a range of up to 1,000 km (625 miles), the Ghadr-1 with an estimated 1,600 km range and a Shahab-3 variant known as Sajjil-2 with a range of up to 2,400 km.

Iranian media have said the naval exercise differed from previous ones in terms of "the vastness of the area of action and the military equipment and tactics that are being employed". (Writing by Ramin Mostafavi; editing by David Stamp)

2 abortion providers charged with murder in Md. (AP)

WASHINGTON ? Authorities say two out-of-state doctors who traveled to Maryland to perform late-term abortions have been arrested and charged with multiple counts of murder, an unusual use of a law that allows for murder charges in the death of a viable fetus.

Dr. Steven Brigham, of Voorhees, N.J., was taken into custody Wednesday night and is being held in the Camden County jail, according to police in Elkton, Md. Authorities also arrested Dr. Nicola Riley in Salt Lake City and she is in jail in Utah. Each is awaiting an extradition hearing.

A grand jury indicted the two doctors after a 16-month investigation, police said.

The investigation began in August 2010 after what authorities say was a botched procedure at Brigham's clinic in Elkton, located near the border of Maryland and Delaware.

An 18-year-old woman who was 21 weeks pregnant suffered a ruptured uterus and an injured bowel, according to documents filed in a previous investigation by medical regulators. Rather than call 911, Riley drove her to a nearby hospital, where both she and Brigham were uncooperative and Brigham refused to give his name, documents show.

A search of the clinic after the botched abortion revealed a freezer containing 35 late-term fetuses, including one believed to have been aborted at 36 weeks, the documents show.

Brigham, 55, is charged with five counts of first-degree murder, five counts of second-degree murder and one count of conspiracy. Riley, 46, faces one count each of first- and second-degree murder and one conspiracy count.

The charges relate to the botched procedure as well as other abortions performed at the Elkton clinic or fetuses found there, authorities said.

Cecil County State's Attorney Ellis Roberts declined to elaborate on the charges or the circumstances that led to them, saying it would be inappropriate to comment before Brigham and Riley, who were taken into custody on fugitive warrants, had seen the indictments.

Maryland is one of 38 states that allows murder charges to be brought against someone accused of killing a viable fetus. The 2005 state law has so far only been used for cases in which defendants were accused of assaulting or killing pregnant women.

"We are in uncharted territory," Roberts said. "At some point in time," he added, "you will hear our explanation" of the charges.

The state law allows for murder or manslaughter charges to be brought against a person who intends to kill or seriously injure a fetus or who wantonly disregards the safety of a fetus. It does not apply to doctors administering lawful medical care and does not impinge on a woman's right to terminate a pregnancy.

Brigham's attorney, C. Thomas Brown, said in an emailed statement that he does not believe his client has violated any Maryland laws. He said he has not seen any charging documents or spoken with Brigham since the arrest.

"Dr. Brigham has fully cooperated with this investigation," Brown said. "I had an agreement with the state's attorney's office that if Dr. Brigham was charged, he would voluntarily come to Maryland to surrender. For reasons unknown to me, the state did not honor that agreement. ... It is my opinion that Dr. Brigham's arrest in New Jersey was orchestrated to ensure that he remained in custody over this holiday weekend."

An attorney for Riley also took issue with her client being behind bars.

"We believe the charges are without legal merit," said attorney Sharon Krevor-Weisbaum. "We believe it's inappropriate for her to be held without bond. She is not a flight risk and she should be released on her own recognizance."

Krevor-Weisbaum said Riley's legal team would comment further after they had seen the indictment.

A spokeswoman for the Center for Reproductive Rights, a legal advocacy group, said she was not aware of any cases in the United States in which an abortion provider had been charged with murder in the death of a fetus. A Philadelphia doctor, Kermit Gosnell, faces murder charges in the deaths of seven newborn babies but has not been charged with killing fetuses.

The botched 2010 abortion led regulators to order Brigham to stop practicing medicine in Maryland without a license, and Riley's Maryland license was suspended. Brigham's New Jersey license was also suspended, leaving him without a valid license in any state, and New Jersey authorities are pursuing revocation of his license there. New Jersey authorities have cooperated with the Maryland criminal probe, said Thomas R. Calcagni, director of the State Division of Consumer Affairs.

According to regulators, Brigham would begin abortions in New Jersey and have his patients drive themselves to Maryland to complete the procedures, taking advantage of Maryland's more permissive laws. Brigham was not authorized to perform abortions in New Jersey after the first trimester, and regulators called his actions manipulative and deceptive.

In Maryland, licensed physicians can perform abortions before the fetus is deemed capable of surviving outside the womb, and abortions of viable fetuses are permitted to protect the life or health of the mother or if the fetus has serious genetic abnormalities. Doctors generally consider fetuses to be viable starting around 23 weeks.

Anti-abortion activists hailed the arrests of Brigham and Riley.

"These two individuals are now where they belong and should be in jail for the rest of their lives," the Rev. Frank Pavone, national director of Priests for Life, said in a statement. "Even those who believe abortion should be legal can join with us to stop the out-of-control practices of people like Brigham and Riley."

North Korea vows no softening under its new leader (AP)

PYONGYANG, North Korea ? North Korea warned the world Friday there would be no softening of its position toward South Korea's government after Kim Jong Il's death as Pyongyang strengthened his son and heir's authority with a new title: Great Leader.

North Korea's powerful National Defense Commission said the country would never deal with South Korean President Lee Myung-bak, a conservative who stopped a no-strings-attached aid policy toward the North in 2008.

The stern message also said North Korea was uniting around Kim Jong Un, referring to him for the first time with the title Great Leader ? previously used for his father ? in a clear message of continuity. It was the latest incremental step in a burgeoning personality cult around the son following the Dec. 17 death of Kim Jong Il.

The younger Kim on Thursday was pronounced Supreme Leader of the ruling party, military and people at a massive public gathering on the final day of official mourning for his father.

The top levels of government appear to have rallied around Kim Jong Un, who is in his late 20s, in the wake of his father's death. Still, given his inexperience and age, there are questions outside North Korea about his leadership of a nation engaged in delicate negotiations over its nuclear program and grappling with decades of economic hardship and chronic food shortages.

"We declare solemnly and confidently that the foolish politicians around the world, including the puppet group in South Korea, should not expect any change from us," the National Defense Commission said. "We will never deal with the traitor group of Lee Myung-bak."

In a combative voice, a female news anchor for state TV read the National Defense Commission statement, saying the "evil misdeeds" of the Lee administration reached a peak when it prevented South Koreans from visiting North Korea to pay respects to Kim Jong Il, except for two delegations led by a former first lady and a business leader, both of whose husbands had ties to North Korea.

North Korea had said foreign official delegations would not be allowed at the funeral but that it would welcome any South Koreans who wanted to travel to pay respects to Kim.

"Even though we lost Kim Jong Il, we have the dear respected Kim Jong Un," Kang Chol Bok, a 28-year-old officer of the Korean People's Internal Security Forces, told The Associated Press. "We will turn our profound sorrow into strength and courage."

In a newly released postage stamp, Kim Jong Un was featured alongside Kim Jong Il against the backdrop of sacred Mount Paektu, the North's official Korean Central News Agency said. It appeared to be the first time that the son has been featured on a postage stamp. North Korea has often depicted Kim Jong Il and his father, North Korean founder Kim Il Sung, together in official artwork.

The North's statement is a warning for Seoul not to take the new leadership lightly, said Koh Yu-hwan, a North Korea expert at Seoul's Dongguk University.

"It is also raising the stakes in case the South wants better relations so Pyongyang can extract greater concessions" during any later talks, Koh said. He added that it's "too early to say the North is dashing hopes for reforms."

While blasting the South's leader, the North also offered a bit of hope for improved ties with the South, saying it "will continue to push hard toward the path of improved relations."

But it added that any better ties won't be "based on the deceitful ploys South Korea is employing by mixing 'toughness' and 'flexibility.'" Seoul has signaled a change in its approach toward Pyongyang in recent months, saying it will be more flexible in dealing with the North.

South Korea's Unification Ministry will maintain its North Korea policy and not react to every statement out of Pyongyang, according to a ministry official who declined to be identified citing the sensitivity of the relations between the countries.

U.S. Defense Secretary Leon Panetta spoke by phone with his South Korean counterpart and they agreed to keep close ties in the coming months, Pentagon press secretary George Little said.

Panetta and South Korean Minister of Defense Kim Kwan-jin discussed the situation on the Korean peninsula in the 20-minute call, Little said in a statement sent out late Thursday.

"The secretary and the minister shared the view that peace and stability on the Korean Peninsula is our overarching priority and agreed to maintain close cooperation and coordination in the weeks and months ahead," Little said.

On Thursday, Kim Jong Un stood with his head bowed at the Grand People's Study House, overlooking Kim Il Sung Square, as mourners gathered below. Top officials flanking him included Kim Jong Il's younger sister, Kim Kyong Hui, and her husband, Jang Song Thaek, who are expected to be mentors of their young nephew.

"The father's plan is being implemented," Ralph Cossa, president of Pacific Forum CSIS, a Hawaii-based think tank, said of the power transfer. "All of these guys have a vested interest in the system and a vested interest in demonstrating stability. The last thing they want to do is create havoc."

Titles are important in North Korea and part of the myth-building surrounding the Kim family legacy.

Kim Il Sung, the country's first and only president, retains the title Eternal President even after his death.

Kim Jong Il held three main positions: chairman of the National Defense Commission, general secretary of the Workers' Party and supreme commander of the Korean People's Army. According to the constitution, his position as chairman of the National Defense Commission made him Supreme Leader of North Korea.

Kim Jong Un was made a four-star general last year and appointed a vice chairman of the Central Military Commission of the Workers' Party. Since his father's death, North Korean officials and state media have given him a series of new titles: Great Successor, Supreme Leader and now Great Leader.

He did wonderfully with his treatments, his hair is growing back and he's doing great. Max loves playing with other dogs and is great with kids of all ages. He has a lot of fun puppy energy and loves to play. Max is excited about life and meeting new friends.

Terra Noctis leads iPhone Games of the Week (Appolicious)

The holiday week has seen a freeze on adding new games to the iTunes App Store, but there are still plenty of great ones floating around. Leading this week?s charge is Terra Noctis, a side-scrolling platforming game that will remind players of the greats in the genre. Check it out, and four other quality titles, below.

A retro platformer with a great art style, Terra Noctis looks great and will remind you of the 2-D side-scrolling platformers of years past. The game?s touch controls are pretty solid on iOS, and there?s plenty of content to go around including hours of gameplay and massive boss fights. Terra Noctis does an admirable job of invoking classic games in the genre while adding a little something new to the equation. It looks and sounds great and includes support for achievements and leaderboards from Open Feint, as well as support for iCade.

Space is filled with valuable fuels, but powerful gravity wells created by huge asteroids make it impossible for spaceships to retrieve them. That?s where you and your remote-controlled probes come in. You?ll need to control your probe by firing its thrusters and using the gravity of asteroids to navigate each level. It?s your goal to grab the crystals and get out as fast as you can and with as little maneuvering as you can manage. The faster you go and the less fuel you use, the higher your score. It?s a pretty difficult game, but Gravity Rocks also requires some serious skills, which will appeal to players with a penchant for punishment.

A 3-D platformer, Crazy Hedgy looks a lot like console classics Crash Bandicoot or Sonic the Hedgehog, with a similar playing style. The main character is even a hedgehog himself, but instead of running around, Hedgy the Hedgehog chooses to roll, and you control him using your iOS device?s internal gyroscope. Tilting your device directs Hedgy around the screen, where you?ll need to snag gems to upgrade your abilities and fight off enemies. The game looks great, it?s optimized for newer iOS devices and its developers say Crazy Hedgy includes 10 or more hours of gameplay.

Great graphics and a challenging style mark Wind Up Robots, a base-defense strategy game that bucks the usual setup. The game?s controls are pretty simplistic. You choose which robots will be in your defense force at the beginning of each level, and then you deploy them as necessary. The idea is to defend your charge: a sleeping boy assaulted by nightmares. The nightmares fly across the level towards the boy with your robots standing in between, and you control them by tapping them and giving them orders on where to go. The robots do the rest, but the real strategy of the game is in choosing your forces, directing them in anticipation of enemies, and changing them out with other robots to keep them alive. Wind Up Robots looks good and offers plenty of challenge.

The latest of Telltale Games? licensed point-and-click adventure games takes on the iconic police/prosecutor drama, putting players in a story that includes appearances by tons of cast members from Law & Order. The first episode is a little straightforward, but it?s hard to argue with the quality of Telltale?s titles or with the production values found in this game. You?ll need to purchase future episodes through in-app purchases as they come out each month, but if you?re a fan of the Law & Order TV show, this is a fun way to get into the action in a new and different way.

Big Deal of the Year: Microsoft?s acquisition of Skype for $8.5B

Microsoft purchased Skype in a deal worth $8.5 billion in cash. The acquisition gave Microsoft the highly visible internet voice and video service that accounts for about one in five international calling minutes worldwide.

The Skype takeover was voted the big deal of the year by readers of TechFlash as part of our 2011 TechFlash Newsmaker Awards, or Flashies.

Many have knocked the deal, given Microsoft?s poor track record with large acquisitions (Danger, aQuantive) and the high price the company is paying for Skype. However, given that Skype was rumored to be in talks with Facebook and Google prior to being scooped up by Microsoft, it?s been suggested that coup alone is worth the price tag.

Microsoft has said it will use Skype?s technology to support Microsoft devices including Xbox and Windows Phone and Microsoft will connect Skype users with Lync, Outlook and Xbox Live.

Skype is now a business division of Microsoft and Skype CEO Tony Bates reports directly to Microsoft CEO Steve Ballmer.

Acquitted pastor's ex-wife dies years after attack (AP)

DALLAS ? The discovery of the wife of one of Dallas' most prominent ministers choked with a cord and left convulsing and near death on their garage floor led to a sensational trial. Prosecutors charged Walker Railey with attempted murder, saying he wanted to marry his lover, who also had church connections.

He was acquitted, while Peggy Railey never recovered from the savage assault at her Dallas-area home in April 1987. She remained in what doctors called a vegetative state until her death at age 63.

Ron Gamel of the Tyler Memorial Funeral Home confirmed Railey's death but declined to release details Tuesday, citing a family request for privacy. The funeral home's website listed her date of death as Monday.

Railey's husband at the time of the attack, Walker Railey, was once a rising star at Dallas' First United Methodist Church. He was acquitted in 1993 of attempted murder, though he acknowledged lying about his whereabouts the night of the attack to hide his affair.

Walker Railey, who has maintained his innocence, lost an $18 million civil judgment in his wife's attack but the award was later set aside as part of bankruptcy proceedings and a settlement between Railey and his former wife's family.

"I'm grateful that Peggy's medical struggles have finally come to an end," Walker Railey told The Associated Press in a brief telephone interview Tuesday. "She suffered a long time."

Peggy Railey had been staying at an undisclosed nursing home in Tyler, where she required 24-hour care, was fed through tubes, had no muscle control, was awake intermittently and made noises and cries. The Tyler Morning Telegraph first reported her death.

In the spring of 1987, Walker Railey was a dynamic and socially conscious senior minister at the 6,000-member First United Methodist Church. He had received threatening, racially charged letters and even wore a bulletproof vest to deliver the Easter Sunday sermon that would be his last at the church.

On the night of April 21, Peggy Railey was choked with a cord and left convulsing and near death on their garage floor. The couple's two children, Ryan, 5, and Megan, 2, were left inside, unharmed. Railey told police he discovered his wife about 12:40 a.m. when he returned from doing research at Southern Methodist University.

A little more than a week after the attack, Railey locked himself in a hospital suite and began to write. A security guard found him unconscious, empty pill bottles and a long, rambling note lying nearby. Police described it as a suicide note. In the letter, Railey wrote of a lifelong battle with the `'demon inside my soul" and said it had lured him into doing things he did not want to do. `'My demon has finally gotten the upper hand," he claimed.

He surrendered custody of his children to longtime friends and moved to California with his lover Lucy Papillon, a psychologist and the daughter of a Methodist bishop who, like Railey, once served as senior minister at First Methodist.

Dallas prosecutors didn't immediately bring criminal charges against Railey. In a civil judgment in 1988, however, a state district judge ruled that Railey `'intentionally, knowingly, maliciously, and brutally attempted to strangle his wife" and to cover up his actions with a `'false alibi."

More than four years later, Railey went on trial for attempted murder. Investigators developed evidence through his cell phone calls that he was not on the SMU campus but nearer his own home at a critical time the night of the attack. Evidence also showed the threatening notes were written on a church typewriter and Railey's DNA was on a licked envelope. A grand jury indicted him.

At his trial in San Antonio, prosecutors tried to show that Railey plotted to kill his wife so he would be free to marry Papillon, arguing that he knew a divorce would jeopardize his rise through the church hierarchy.

On the witness stand, Railey swore he wasn't covering up trying to kill his wife but had been trying to hide his affair.

"I was lying to my wife and creating an alibi to go see Lucy Papillon," Railey testified, and said the suicide note was him "confessing the guilt and the sense of betrayal I felt for not being there when my family needed me."

The jury acquitted him. `'It's like `Murder, She Wrote,' `' Railey told The Associated Press the night after the verdict. `'Everybody wants to solve it. Well, I want to solve it, too."

Railey's married his second wife, Donna, in 1998, less than two weeks after he signed final papers ending his marriage to Peggy Railey. His second wife later died of liver failure.

The best credit union for a small business

I see there are some great questions regarding credit unions for individuals, but does anyone have any experience/opinion on credit unions for small businesses? We were using WAMU, then BOA, and hated them both. Specifically, we're interested in ease of deposits and charge card systems for clients to make payment.

Florida State coach Jimbo Fisher says that despite offense's slump, it's no problem for him to call plays himself

ORLANDO ? Florida State coach Jimbo Fisher knows what got him his first head coaching job in college football - calling offensive plays.

And despite recent struggles by his offense, Fisher isn't about to give that up.

"Why do you give up what you do well?" he said.

Fisher has been calling plays for more than a decade, since he was an assistant at Cincinnati in 1999. And he has been juggling play-calling and head-coaching duties since taking over the Seminoles for the 2010 season.

But never has his judgment been questioned the way it has been recently.

FSU enters Thursday's Champs Sports Bowl in Orlando against Notre Dame ranked No. 73 nationally in total offense with 375.8 yards per game. The last time FSU finished so low was 2007 - Fisher's first year at Seminoles offensive coordinator - when it was No. 80 with 369.2 yards per game.

His offense drew criticism Nov. 19 when the Seminoles lost at home to Virginia, 14-13. There were more questions a week later when FSU beat Florida 21-7 but the offense had only 95 yards, the lowest total by a winning FBS team since 2000.

Fisher called a conservative game - E.J. Manuel threw only 13 times, completing six for 65 yards - and said he was satisfied with the result.

"Whatever happed to the strategy to win a game?" Fisher said. "People forget that. You want flash. How about wins?"

Fisher also pointed to the Seminoles' mid-season string of six consecutive games in which they scored at least 30 points. He said injuries contributed to the dip in offense that led to an average of 19 points and 246.7 yards in the final three games.

"At one time we had four true freshmen starting," Fisher said.

He and Georgia Tech's Paul Johnson are the only head coaches in the ACC who call their teams' plays. Several other head coaches around the country do it, including Notre Dame's Brian Kelly.

"You have to get used to it," Kelly said. "Some won't do it because you're calling plays from the sideline and you can't sometimes see the areas that you want. But that's an acquired trait more than anything else because I did it my entire career."

Former FSU coach Bobby Bowden called plays for most of his early career before handing off the duties in 1992. Fisher called the plays for three seasons as Bowden's top aide.

Bowden labels Fisher an "excellent" play-caller but wonders if that task is too much for a head coach these days.

To call plays, "you have to spend so much time studying film and you don't have time," Bowden said. "You have too many other responsibilities."

When Bowden was at West Virginia, he let his coordinator call plays for his first three seasons. But when Bowden was in danger of losing his job after a 6-5 record his fourth year, he took over the duties.

"I said if I get fired I'm going to go down doing it my way," Bowden said.

Bowden kept calling plays after getting the FSU job in 1976, finally giving the task to coordinator Brad Scott and quarterbacks coach Mark Richt after 16 seasons. Bowden said it takes time to mold a coordinator to think like his head coach.

"You have to find a guy who can call them like you want," Bowden said. "If (Fisher) got somebody who called them like he liked, that's probably what he would do."

James Coley, the tight ends coach for FSU, also carries the title of offensive coordinator. He came from Florida International where he installed a new offense - and called the plays - in his only year at the school. That year, 2006, FIU went from averaging 211.7 yards in the first half of the season to 327.7 yards in the second half.

But for the foreseeable future, play-calling responsibilities will remain with Fisher.

"He calls according to the situation and what he feels like he needs to do to win," Bowden said. "Maybe it ain't pretty, but it wins the game."

Online shopping jumps 16.4 pct on Christmas Day (AP)

NEW YORK ? A growing number of shoppers apparently need only the briefest of breaks before diving back in, especially if they can log in to shop.

IBM found that online shopping jumped 16.4 percent on Christmas Day over last year, and the dollar amount of those purchases that were made using mobile devices leaped 172.9 percent.

IBM tracks shopping at more than 500 websites other than Amazon.com, which is the largest. It found a huge increase in the number of shoppers making their purchases with iPhones, iPads and Android-powered mobile devices.

In fact, nearly 7 percent of all online purchases were made using iPads, just 18 months after the tablet computers were released by Apple Inc., said John Squire, chief strategy officer for IBM's Smarter Commerce unit.

The online uptick was continuing on Monday. As of 3 p.m. Eastern time, shopping was up 10 percent over Dec. 26, 2010. And the expectation was that the pace of buying would increase as the day wore on and consumers clicked on sales at various retailers.

Squire said consumers were chasing sales on both Sunday and Monday. The data did not show what portion of purchases was made using gift cards.

Brady leads comeback, Patriots top Dolphins 27-24 (AP)

FOXBOROUGH, Mass. ? The New England Patriots emphasize playing well for 60 minutes every game. On Saturday, 30 was enough ? barely.

Rallying from their worst half of the season, the Patriots scored on their next five possessions and clinched a playoff bye with a 27-24 win over the Miami Dolphins on Saturday.

"You don't want to, certainly, make a habit of this," said Tom Brady, who scored on two 1-yard sneaks and threw for a 1-yard touchdown. "We showed some resiliency."

New England (12-3) won its seventh straight game. After the Houston Texans lost to the Indianapolis Colts on Thursday night, the Patriots needed a win or a tie to lock up one of the top two spots in the AFC.

"It's good to clinch," said Deion Branch, who caught the touchdown pass from Brady, "but not by the way we played. It's not the way you want to do it."

Miami (5-10) lost for the third time in eight games after opening at 0-7 and is 1-1 under Todd Bowles, who took over when Tony Sparano was fired.

"First half we came out and played our tempo and our ballgame," Bowles said. "The second half they made us play theirs."

The AFC East champions trailed 17-0 at halftime but made the necessary adjustments and went to their no-huddle offense more, keeping the Dolphins from making defensive substitutions. And Brady was on target after a first half in which heavy defensive pressure against a makeshift offensive line affected his accuracy. He completed just 7 of 19 passes for 87 yards and was sacked three times in the half.

But in the second half, he completed 20 of 27 passes for 217 yards, finishing at 27 for 46 for 304 yards and leading one scoring drive after another ? a 45-yard field goal by Stephen Gostkowski, the scoring pass to Branch, his own sneak that tied the game, Gostkowski's 42-yard go-ahead kick after Devin McCourty's first interception of the year, and the other sneak with 2:56 to go, making it 27-17.

The Dolphins made it closer on Matt Moore's 15-yard scoring pass to Davone Bess with 1:48 to play. They had three timeouts left, but their hopes faded when Brady hit Wes Welker for a 6-yard gain and a first down.

"We had (Brady's) number in the first half, but in the second half he came out and made a lot of plays," Miami linebacker Karlos Dansby said. "He is a coach on the field."

The Dolphins seemed headed for a victory and got a break even before the game started when Patriots left tackle Matt Light hurt his ankle in warmups and didn't play. Left guard Logan Mankins took his spot, but he left with a knee injury suffered on New England's second series.

"There's always things that are going to go wrong in a football game and things aren't going to work out the way you want them to all the time," said Welker, who finished with 12 catches for 138 yards after managing just two for 20 in the first half. "The main thing is just playing a full 60 minutes and never giving in and understanding that one drive and one score (can) get things going."

The Patriots punted on their first six series of the first half then missed a field goal on the other. The Dolphins struggled in the second half when Moore fumbled the snap at his 38-yard line and Vince Wilfork recovered, starting the drive capped by Branch's touchdown.

"They committed penalties in the first half," Dolphins guard Richie Incognito said. "We turned the ball over and committed penalties in the second half. That is never a good recipe."

Reggie Bush had another outstanding game for Miami with his fourth straight rushing day of at least 100 yards. He finished with 113 on 22 carries one week after gaining a career-high 203 yards.

His latest performance gave him 1,086 yards rushing for the season, the first time in his six years, the first five with the New Orleans Saints, that he passed 1,000.

"It really doesn't mean anything right now," he said. "This one's pretty tough."

The Dolphins had taken a 3-0 lead on Dan Carpenter's 47-yard field goal 4:01 into the game and made it 10-0 with 1:15 gone in the second quarter on Moore's 19-yard pass to Brandon Marshall.

They stretched that to 17-0, the Patriots biggest deficit of the season, on a 1-yard touchdown pass from Moore to Charles Clay. The 89-yard drive was helped by two defensive pass interference penalties on third down.

But the Patriots remained calm in the locker room at intermission.

"There wasn't a bunch of yelling," Wilfork said. "We just came in and said we've got to play better, we've got to make more plays."

They did. The Dolphins didn't.

"Our guys fought," Bowles said, "but we didn't finish."

Notes: Welker set a franchise record for one season with 1,518 yards receiving. He broke the mark of 1,493 set by Randy Moss in 2007. ... Bush was checked my medical personnel on the sideline late in the game "Something in my leg just didn't feel right," he said. "I'm walking. If it was serious, I wouldn't be walking." ... Moore completed 17 of 33 passes for 294 yards, his highest total as a Dolphin. He threw for more than that with the Carolina Panthers once in 2009 and once in 2010. ... The victory was the largest comeback by the Patriots from a second-half deficit since Nov. 10, 2002 when they beat the Chicago Bears 33-30 after trailing 27-6 in the third quarter.

NKorea pointing to heir's uncle playing key role (AP)

PYONGYANG, North Korea ? North Korea is showing the uncle and key patron of anointed heir Kim Jong Un wearing a military uniform with a general's insignia ? a strong sign he'll play a crucial role in helping the young man take over power and uphold the "military-first" policy initiated by his late father, Kim Jong Il.

As North Korea prepares for Kim Jong Il's funeral Wednesday, it is also warning South Korea against barring visits to Pyongyang by civilian groups hoping to pay respects, saying the obstruction will lead to "catastrophic consequences" for relations between the rivals.

While millions continue to mourn Kim Jong Il, North Korea is offering hints about Kim Jong Un's rise and the future composition of his inner circle. North Korea began hailing Kim Jong Un as "supreme leader" of the 1.2-million strong military over the weekend as it ramps up its campaign to install him as ruler.

Kim Jong Un, who is in his late 20s and was unveiled in September 2010 as his father's choice as successor, will be the third-generation Kim to rule the nation of 24 million.

Koreans should become "eternal revolutionary comrades" with Kim Jong Un, "the sun of the 21st century," the North's main Rodong Sinmun newspaper said Sunday in a commentary carried by the official Korean Central News Agency.

State television showed footage Sunday of a uniformed Jang Song Thaek and his nephew Kim Jong Un paying their respects before Kim Jong Il's body, which is lying in state at Kumsusan Memorial Palace. Seoul's Unification Ministry said it was the first time Jang, usually seen in business suits, had been shown wearing a military uniform on state TV.

Jang, a vice chairman of the powerful National Defense Commission, is the husband of Kim Kyong Hui, younger sister of Kim Jong Il and a key Workers' Party official. South Korean lawmakers say intelligence officials have predicted that Jang and his wife will play larger roles supporting Kim Jong Un.

The new titles, a public show of support from top military leadership and the symbolic appearance of Jang in uniform send strong signals that North Korea will maintain Kim Jong Il's "military first" policy for the time being.

North Korea is in official mourning until Kim Jong Il's funeral Wednesday and a memorial Thursday.

South Korea has permitted only two groups with ties to North Korea to visit and pay condolences ahead of the funeral and has rejected demands by several others.

The South Korean groups, led by the widow of former President Kim Dae-jung, who held a landmark summit with Kim Jong Il in 2000, and a business leader whose late husband had ties to the North, plan to cross the heavily fortified border Monday for a two-day trip, according to Seoul's Unification Ministry.

On Saturday, Kim Jong Un again visited the palace where his father's body is lying in state ? this time as "supreme leader of the revolutionary armed forces" and accompanied by North Korea's top military brass, according to KCNA.

Earlier, the Rodong Sinmun newspaper urged Kim Jong Un to accept the top military post: "Comrade Kim Jong Un, please assume the supreme commandership, as wished by the people."

Kim Jong Un's father and grandfather led the country under different titles, and it remains unclear which other titles will be bestowed on him.

Kim Jong Un was promoted last year to four-star general and appointed a vice chairman of the Central Military Commission of the Workers' Party. He had been expected to assume a number of other key posts while being groomed to succeed his father.

His father's death comes at a sensitive time for North Korea, which was in the middle of discussions with the U.S. on food aid and restarting talks to dismantle the North's nuclear weapons program. Chronically short of food and suffering from a shortfall in basic staples after several harsh seasons, officials had been asking for help feeding its people even as North Koreans prepared for 2012 celebrations marking the 100th birthday of Kim Il Sung, North Korea's founder and the late father of Kim Jong Il.

Also, animosity with South Korea still lingers after two incidents blamed on North Korea killed 50 South Koreans last year.

Calls to rally behind Kim Jong Un, dubbed the "Great Successor" in the wake of his father's death on Dec. 17 from a heart attack, come amid displays of grief across North Korea.

On Sunday, the North's state TV repeatedly showed footage of wailing uniformed soldiers, many with shaved heads, and other citizens professing their tear-choked longing for Kim Jong Il as they visited mourning sites.

In Pyongyang, workers at drink kiosks handed steaming cups of water to shivering mourners, including children bundled up in colorful, thick parkas. State media said the drinks were arranged at the instruction of Kim Jong Un, who ordered officials to take special measures to protect the health of mourners.

"Deeply moved by the measures, all of the Korean people feel that Kim Jong Un is the leader of the people, as great as Kim Jong Il," KCNA said.

Brazil takes on an centuries-old foe: corruption

Brazil is making strides in purging government corruption ? a 500-year-old problem that persists today in Latin America because of cultural acceptance, inequality, and prevalent drug money.

Since its creation in 2007, the local activist group Rio de Paz, a loose coalition of youths and church members, has focused on one city's most notorious problem: the thousands of murders tallied in Rio de Janeiro each year.

But when President Dilma Rousseff, who took office in January, began to sack members of her cabinet amid corruption allegations, and the media followed up with aggressive investigations of misconduct at the highest levels, the civil society group began to take up another cause.

"We think that corruption is what kills," says Ant?nio Carlos Costa, a pastor and executive director of Rio de Paz.

They took to the streets to protest graft, carrying brooms to support the faxina, or sweeping up, and joining 20,000 protesters who showed up in Brazil's capital, Bras?lia, in September in the largest of more than 30 anticorruption marches held this fall throughout the country.

Mr. Costa says the small movement is growing as nonprofits and citizens seek to hold corruptive forces accountable.

Many countries in Latin America, such as Brazil and Mexico, are touting strong economies that make them important players on the international stage. But corruption, especially at the state and municipal levels, threatens to undermine their credibility in fighting crime.

Brazil's government is paying attention. Since President Rousseff has taken office, six ministers have resigned amid allegations of corruption, helping to boost her approval rating. Brazil also passed a freedom of information law this fall after years of debate, and formally launched, with the United States, the Open Government Partnership (OGP), a multicountry body that aims for transparency and the empowerment of citizens.

Latin America's corruption problems go back 500 years to the colonial era and persist today because of cultural acceptance, inequality ? for example, low-paid police officers in Mexico often extract bribes to make ends meet ? and the influx of drug money that can corrupt entire institutions.

Efforts toward greater accountability for wrongdoing run the gamut in Latin America. But most of the countries in the region sit somewhere in the middle, and they are pushing forward to help reverse the status quo ? with Brazil paving the way, experts say.

"Brazilian society is passing through a new stage of democratic advances," says Fabiano Angelico, a S?o Paulo-based independent consultant on transparency.

The resignations in Rousseff's cabinet have helped spur an incipient movement. The latest to resign was Labor Minister Carlos Lupi, accused of taking money from nonprofits in return for ministry funding. He denied the charges but stepped down this month ? preceded by the ministers of sports, tourism, agriculture, and transportation, as well as Rousseff's chief of staff.
