Party in disarray, Berlusconi wants vote delay

ROME (AP) ? Silvio Berlusconi and fellow leaders of his splintering conservative party on Tuesday pressed for a delay in Italy's national elections, now widely expected for mid-February, arguing they need more time to prepare for the campaign.

The scandal-scarred former three-time premier, who is considering running for the post again, said on a state TV talk show that the "rush toward elections" is "useless," and that party leaders need more time to draw up lists of candidates for Parliament.

Italy's President Giorgio Napolitano is expected to dissolve the legislature as soon as it passes the government's proposed austerity budget law. Premier Mario Monti has pledged to resign as soon as the law passes. Then Napolitano will announce an election date, which officials have indicated would likely be Feb. 17.

Monti, an economist appointed to save Italy from financial disaster and who replaced Berlusconi, hasn't said if he will run. Since late last year, he has headed a non-elected government of technocrats.

The final vote on the budget bill was expected on Friday. But on Tuesday, one of Berlusconi's parliamentary whips, Fabrizio Cicchitto, abruptly announced that his Freedom Party is seeking more time to study the legislation, and added that Feb. 24 would be a "more reasonable date" for the election.

Italian news reports said Berlusconi's forces even were pushing for even a later date, in early March.

Berlusconi agreed a delay was needed.

"Yes, this rush to elections causes total hurry in drawing up candidate lists and it's a useless forcing" of the situation, said the media mogul, who has been flip-flopping on whether he himself will try to gain back the premiership. He has claimed he won't run if Monti does.

Berlusconi's opponents cried foul. Dario Franceschini, Chamber of Deputies whip for the center-left Democratic Party, the conservatives' biggest challenger, accused Berlusconi's party leaders of "delaying" tactics on the budget bill to try to gain "just a few days" more of time to prepare for the campaign.

Opinion polls show Berlusconi's popularity with voters sagging.

But the ex-premier claimed on the talk show that with his frequent appearances of late, after a year much on the political sidelines, that he has gained in popularity and that in an election he could head a ticket snagging as much as 40 percent of the vote. Some polls have given the center-left Democratic Party as much as 30 percent.

When asked on TV if Italians aren't tired of him, Berlusconi replied, with an air of confidence, that "Italians will show with their vote'" if they are.

Some prominent leaders in Berlusconi's party broke with his decision to withdraw support for Monti's government earlier this month and said they would push for Monti to be premier again.

Berlusconi is currently on trial in Milan on charges he paid for sex with an underage woman and used his office when premier to try to cover it up. He denies the charges. The Italian politician has faced a host of legal woes over the past two decades. In October he was convicted of tax fraud and is appealing his sentence.

He has depicted himself as the victim of prosecutors he contends sympathize with the left.

Berlusconi raised eyebrows during his last stretch as premier by hosting "bunga bunga" evenings ? supposedly racy parties featuring many young women ? at his private residences. In an apparent bid at a more respectable image, the 76-year-old Berlusconi recently revealed that he now has a fianc?e, an Italian woman 48 years his junior.

Berlusconi's wife a few years ago announced she was seeking divorce, citing his weakness for young women. They are now separated.

Asked on the talk show Tuesday night how things were going with his new girlfriend, Berlusconi quipped: "Are you jealous?" Then he added that she is a "stimulus" for commitment to work for the country.

Kenya top tea grade price falls at latest auction

NAIROBI (Reuters) - The average price of Kenya's top tea grade fell for the first time in six weeks at auction to $4.36 per kg from $4.42 at the previous sale, brokers said on Wednesday.

The east African producer is the world's leading exporter of black tea, which is also a leading hard currency earner, raking in $1.27 billion last year.

Africa Tea Brokers (ATB) said Best Broken Pekoe Ones fetched $4.05-$4.66 per kg, up from $4.02-$4.82 per kg attained at last week's auction.

Best Pekoe Fanning Ones sold for $3.70-$3.90 per kg, compared with $3.76-$4.00 per kg, ATB said in a regular market report.

ATB said 129,980 packages were offered for sale, with 8.43 percent going unsold. Last week, 129,079 packages were offered with 15 percent going unsold.

The main buyers during the auction were from Egypt, Pakistan, Sudan and Kazakhstan, ATB said.

It said that the auction will go on break for Christmas and New Year holidays and will resume on January 2, 2013.

Canada gets human rights failing grade from Amnesty International

For Canada?s international human rights standing, 2012 was an annus horribilis.

This year three UN expert committees rated the country?s performance on meeting rights commitments ? and returned a failing grade.

?These mandatory reviews are carried out every four or five years, and it just happened that this year Canada was the focus of three,? said Alex Neve, who heads Amnesty International Canada. ?It?s a wake-up call that although we have things to be proud of, there are many fronts where we have long-standing issues that need to be addressed.?

An Amnesty report released Wednesday says that committees on racial discrimination, prevention of torture and children?s rights found ?a range? of ?ongoing and serious human rights challenges,? especially for indigenous peoples.

?By every measure, be it respect for treaty and land rights, levels of poverty, average life spans, violence against women and girls, dramatically disproportionate levels of arrest and incarceration or access to government services such as housing, health care, education, water and child protection, indigenous peoples across Canada continue to face a grave human rights crisis,? it said.

In response to Amnesty?s report, Rick Roth, spokesman for Foreign Affairs Minister John Baird, said, ?we are proud of the work we?ve done to advance freedom, democracy, human rights and the rule of law at home and around the world.?

The Amnesty report was one of three reports this week that pointed a warning finger at the treatment of aboriginal people.

The B.C. government?s final report from its Missing Women?s inquiry charged that there was a disproportionate number of missing or murdered indigenous women and girls on Vancouver?s downtown East Side from 1997-2002, and that their cases did not receive equal treatment by police.

In addition, Human Rights Watch?s women?s rights researcher Meghan Rhoad said that ?the epidemic of violence against indigenous women and girls in Canada is a national problem and it demands a national enquiry.?

Amnesty?s report calls for a new human rights agenda for Canada that includes all levels of government, beginning with ?a process of law reform . . . to establish a formal mechanism for transparent, effective and accountable implementation of Canada?s international human rights obligations.?

It says that UN recommendations have too often been ignored, and the implementation process is so ?cloaked in secrecy? that most Canadians have no idea whether the government plans to act on them.

The gap between commitment and action has grown in the past decade because of ?the complexities of federalism,? lack of political will and failure of leadership, it said.

The report welcomed changes to immigration and refugee laws in the past year that allowed for refugee appeals, but said they have also created two new classes of migrants and refugee claimants whose rights have been restricted.

Those designated ?irregular arrivals? ? such as the Sri Lankan refugee claimants who arrived in B.C. ? face mandatory detention, with intermittent reviews, and if accepted as refugees are barred from travelling outside Canada for five years.

Asylum seekers who come from so-called ?safe countries? are put on a fast-track refugee claim schedule and denied access to the new Refugee Appeal Division.

Under the new Faster Removal of Foreign Criminals Act, those who are accused of crimes, found guilty or labelled security threats ? including permanent residents who have lived in Canada for years ? will be deported without appeal. That now includes those who have committed relatively minor crimes with six-month sentences.

Meanwhile, Canadian law continues to allow deportation to countries where those rated as security threats may be tortured. And Ottawa?s refusal to bring the security certificate process in line with international fair trials standards means that people deemed security threats are denied access to key evidence and witnesses.

Amnesty said that the Harper government has ?dramatically undermined and rapidly dismantled? support for public policy debate in which diverse views are aired. At the same time, whistleblowers on nuclear safety, RCMP oversight, prisoner transfers in Afghanistan and veterans? rights have been ?dismissed or publicly derided by senior members of the government.?

Human rights have also been stonewalled in international trade, the report said. There are no binding legal standards for the conduct of Canadian companies operating overseas and human rights standards are seldom written into trade deals.

?It?s time for us to grapple with the fact that we have a broken system,? said Neve in an interview earlier this week. ?We don?t expect to be perfect, but it has gotten worse. How can we criticize Iran or Congo if we ourselves are failing to do what the UN is asking??

For exempt status, it's job duties that count ? Business Management ...

Giving someone a fancy title doesn?t make him an exempt employee who?s ineligible for overtime pay. Real duties determine exempt status.

Recent case: Marcus worked as a network analyst in the IT department at St. Luke?s Episcopal Health System. He sued, alleging that he fre??quently worked more than 40 hours per week without overtime pay.

The health system countered that he was an exempt employee under the computer professional exemption. Marcus said he merely replaced servers, installed software and made other repairs and upgrades exactly as his supervisors instructed and without any independent judgment. He didn?t design systems, select or design software or do other complex work. The court ordered a trial. (Tran v. St. Luke?s Episcopal Health System, No. H-11-0241, SD TX, 2012)

Coroner: Eva Rausing died as result of drug abuse

LONDON (AP) ? Eva Rausing, one of Britain's richest women, died in a squalid corner of her luxury home as a result of her "dependent abuse" of drugs, a coroner ruled Friday.

Rausing's decomposed body was found by police in July in the London house she shared with her husband Hans Kristian Rausing, whose family founded the Tetra Pak drinks carton empire.

She had been dead for two months. Her body was discovered ? lying under a pile of bedding and garbage bags inside a sealed-up room littered with drug paraphernalia ? after Hans Kristian Rausing was stopped for driving erratically on July 9. Officers found drugs in his car and decided to search his house.

Police said Eva Rausing was found with an aluminum-foil pipe, used for smoking crack cocaine, in her hand.

Deputy coroner Shirley Radcliffe said Friday that 48-year-old Eva Rausing had died as a result of cocaine intoxication and a heart condition that was likely caused by drug use. Radcliffe ruled the death "a result of the dependent abuse of drugs."

Toxicology tests found cocaine, opiates and amphetamines in Rausing's blood, and a pacemaker she was fitted with after heart surgery in 2006 revealed she had suffered a "non-survivable" heart rhythm on the morning of May 7.

Hans Kristian Rausing told the inquest in a written statement that he had concealed his wife's body because "I could not cope with her dying or confront the reality of her death." In August he was given a 10-month suspended sentence for preventing the lawful burial of a body. He is being treated for drug addiction.

Eva Rausing came from an affluent American family, and Hans Kristian is a scion of one of Europe's richest families. His father has a net worth estimated at 4.3 billion pounds ($6.7 billion) from the sale of his stake in the Tetra Pak milk-carton packaging company.

The couple met at a drug rehabilitation center in 1989, married in 1992 and had four children. They battled drug addiction for years and donated millions to rehab charities.

Their struggle became public in 2008, when Eva Rausing was caught trying to bring heroin and crack cocaine into the U.S. Embassy in London.

Ending the inquest at Westminster Coroner's Court in London, Radcliffe offered "condolences to the family for the loss of a 48-year-old mother, wife, sister and daughter."

Looking back on his two-season tenure, which is about to wrap up, L.A. said he has no regrets.?

And as he leaves, L.A. said he has some knowledge he can apply to his business.?

?I probably have to say its understanding television a little bit better. I do everything sort of as a strategist, so really, the idea was go and learn television. I know a little bit about it, so now let?s go produce some shows,? he said.?

With a seat about to become vacant on the FOX reality show, L.A. offered his suggestion on who should fill the spot.?

?You know who I would love to see take it, and by the way I have nothing to do with it, but my choice would be like Jon Bon Jovi,? he said. ?That?s who I would pick.??

L.A. also told Shaun he could be back somewhere down the line.?

?I?m not ruling ever coming back, but I?m definitely not coming back next year,? he said. ?I have a job to do and once I get some work done and get some momentum then maybe I?ll revisit the idea a little later.??

    Axelrod: Hillary Clinton 'First Among Equals' for 2016 Nomination

    David Axelrod thinks Hillary Rodham Clinton would be the Democratic Party?s presidential front-runner in 2016, and that isn?t news. What does grab attention is the extent to which President Obama?s political guru on Thursday made it clear that Clinton would be nearly unbeatable in a Democratic primary.

    He didn?t outright declare her the inevitable nominee, but he came awfully close.

    "I think she'd be very strong,? Axelrod said at a National Journal policy summit. ?First of all, having been engaged in a primary race with her ... she is an indefatigable candidate and very, very powerful and she's only stronger now for having four years of I think splendid leadership? as secretary of State.

    He added: ?I think she'd be in a very, very strong position,? he said. ?I think the reality of a woman getting elected the president of the United States may be an even more powerful incentive in 2016.?

    The geyser of praise wasn?t necessary. Axelrod could have said she would be a front-runner, which is self-evident, but added the usual caveat that a lot can happen in politics in four years. He could have opted to stay out of the impending intraparty squabble.

    But he didn?t. He sounded less like a cool-headed political analyst than a Clinton supporter telling his favored candidate why she would be a great choice for the party.

    His thinking amounts to an early glimpse of how the Democratic establishment would treat 2016: If Clinton gets in, everyone else should get out. Rumored contenders like Maryland Gov. Martin O?Malley, Virginia Sen. Mark Warner?both of whom Axelrod mentioned on Thursday?and New York Gov. Mario Cuomo are surely taking note.?

    The warning extends even to Vice President Joe Biden. Asked about Biden, Axelrod praised his tenure as Obama?s No. 2 and called him a ?very formidable candidate.? But among all possible candidates, Axelrod called Clinton ?first among equals.?

    "I think a lot of the race is going to center on whatever decision Secretary Clinton makes,? he said.

    Democrats wonder privately what Biden, who is said to be seriously contemplating a campaign, will do if Clinton runs. It?s unusual that a sitting vice president is considered the second-choice successor to the president, but few believe Biden could defeat Clinton, his former Senate colleague.

    The strife caused by Clinton?s support of the Iraq War?support that gave Obama his opening to win?has faded. As Axelrod mentioned, Democrats also have a strong desire to nominate a female candidate?a historical first eclipsed four years ago by the election of the first African-American nominee and president. Clinton finished second in the 2008 primary, but she lasted six months longer than Biden?s short-lived, under-supported effort.

    Axelrod?s comment also is a reminder that any lingering animosity between Team Obama and Team Clinton won?t block the onetime first lady?s path. Tensions have faded amid Clinton?s effusively praised four-year stint as secretary of State and former President Clinton?s tireless campaigning this year on Obama?s behalf.

    Of course, all of this depends on whether Hillary Clinton runs. And for the umpteenth time this week, the soon-to-be-jobless Clinton?looking forward to a break after stints as first lady, New York senator, and Cabinet secretary?sounded like anything but a candidate eager for another crack at the nation?s highest office. In an interview that aired on Wednesday on ABC, she admitted to Barbara Walters that she is exhausted. ?To be honest, I am. When I do something I really want to do it, I want to do it to the best of my ability. That means I pretty much work all the time.?

    She reiterated that she has no plans to run for office again. And most Democrats handicap the chances of a Clinton run at less than even odds.

    But that hasn?t stopped many Democrats?even David Axelrod?from hoping that she goes for it.

    Market enthusiasm over Fed stimulus fades

    (AP) ? Any enthusiasm over another monetary stimulus from the Federal Reserve faded Thursday as investors monitored the progress of budget discussions in the U.S.

    As had been widely predicted, the Fed said Wednesday it will spend $85 billion a month on bond purchases to drive down long-term borrowing costs and stimulate economic growth. The total includes the replacement of an expiring Fed program with a commitment to purchase $45 billion a month on long-term Treasurys.

    Those purchases, and the Fed's renewed commitment to keep interest rates low until unemployment falls to a more normal level, are intended to spur borrowing and spending in an economy still growing only modestly since the financial crisis of 2008.

    "As we've seen on numerous occasions recently, the move was already priced into the markets which meant that shortly after the initial spike, prices fell back to their previous levels as traders took profits on their positions," said Craig Erlam, market analyst at Alpari.

    "Today we're seeing stocks falling again as they pare gains from the previous days, which again came in anticipation of this decision," he added.

    In Europe, markets barely reacted to news that European Union finance ministers had agreed to create a banking supervisor and that Greece has finally been approved to get more bailout cash to avoid bankruptcy. The euro was down 0.1 percent at $1.3060.

    The FTSE 100 index of leading British shares was down 0.3 percent at 5,931 while Germany's DAX fell 0.4 percent to 7,587. The CAC-40 in France was 0.1 percent lower at 3,645.

    Wall Street was poised for a modest retreat, too, with both Dow futures and the broader S&P 500 futures down 0.1 percent.

    The focus in the U.S. will likely remain on the progress of budget discussions between the White House and Congress, which must be agreed by the end of this year to avoid the so-called "fiscal cliff." Without a deal, automatic spending cuts and tax increases could push the world's largest economy back into recession.

    Though a deal is expected to be agreed in time to avoid the fiscal cliff, time is running out and some investors are cashing in especially, with the winter holidays round the corner.

    "All eyes continue to focus on talks to avert the 'fiscal cliff' as negotiators warned that talks could drag on past Christmas as sharp differences remain," said Lee Mumford, a financial sales trader at Spreadex.

    Earlier in Asia, Tokyo's Nikkei 225 index jumped 1.7 percent to close at 9,742.73 ? an eight-month high ? as the yen remained weak against the dollar, a boost for Japan's export-reliant economy. The dollar was up a further 0.2 percent at 83.44 yen.

    Hong Kong's Hang Seng shed earlier gains to close 0.3 percent lower at 22,445.50 while South Korea's Kospi rallied 1.4 percent to 2,002.77.

    Oil prices tracked equities lower, with the benchmark New York rate down 63 cents at $86.14 a barrel.

    Sick girl who left Phoenix hospital appears safe

    PHOENIX (AP) ? The family of an 11-year-old leukemia patient whose mother unexpectedly took her from a Phoenix hospital last month has a history of removing the child from medical facilities against the advice of doctors, police said Wednesday as the parents claimed the girl was being treated in Mexico.

    The child, Emily, had been receiving chemotherapy at Phoenix Children's Hospital for about a month before her mother removed her on Nov. 28 while she was still being treated. An infection forced physicians to amputate her right arm and insert a catheter through her chest to deliver medications.

    The child's mother removed an IV tube from the device and took her from the hospital, concerning doctors that she could succumb to a deadly infection, said police Sgt. Steve Martos.

    Since then, Emily's parents have refused to provide police in Arizona with any information on the child's whereabouts or treatment, but her mother and father have asserted in television interviews that she is under the care of doctors in Mexico. The girl appeared in an interview Wednesday on ABC's "Good Morning America," the first time police have seen her since she was taken from the hospital.

    "I am here, and it kind of feels good because the doctors really love me so much," said a bright-eyed and smiling Emily, who wore a pink, knitted cap in what appeared to be a medical facility that wasn't identified.

    Martos said that until Emily's parents provide authorities with proof that the child is safe, their investigation will remain open, and criminal charges are still being considered, given what he called a troubling pattern of potential medical neglect.

    He said the girl's father was in Phoenix on Wednesday and was interviewed by detectives but refused to provide any information about her whereabouts.

    "There's a simple solution. Provide us with information that Emily is not at risk of dying due to infection," Martos told The Associated Press, adding that authorities are reviewing whether there is "some neglect or abuse on behalf of the parents if they're failing to provide proper medical care."

    He said Emily's parents have previously twice removed her from separate California hospitals against the advice of her treating doctors, and that the child was in "unbelievably horrible medical shape" when she arrived last month at the Phoenix facility.

    Border Patrol agents stopped the family's car in October as they were crossing from Mexico into Arizona and noticed Emily appeared extremely sick, Martos said. The child was immediately transported to a hospital in nearby Yuma, then flown to Phoenix Children's Hospital, he said.

    "These are some of the red flags that cause us some concern," Martos said. "Obviously there are questions we have as to how well they have been taking care of this child."

    The mother, Norma Bracamontes, appeared with her daughter Wednesday on ABC and blamed the hospital for complications that led to her daughter's arm being amputated. The family and Emily were being intimidated by the hospital over bills, she said.

    "Emily, you're not going to go home because your mom and dad, they haven't filled (out) all the forms, so blame them that you're going to remain here stuck in the hospital," Norma Bracamontes said hospital officials told her daughter.

    Phoenix Children's Hospital released a statement Wednesday, saying privacy laws prevent officials from disclosing patients' financial information or details regarding treatment.

    "However, we steadfastly disagree with the assertions brought forth regarding the quality of care Emily received and will vigorously defend our actions regarding her treatment," the statement read.

    Hospital spokeswoman Debra Stevens said clinical decisions are never based on ability to pay and Phoenix Children's provides services either free or at reduced rates to patients who can't afford them.

    "Emily's health and well-being continues to be our primary concern," Stevens said in an email to the AP. "Children with her condition require ongoing treatment and monitoring, so we invite her current physician to contact Emily's Phoenix Children's pediatric oncologist to ensure continuity of care. This is customary when a patient seeks a second opinion or moves from inpatient to outpatient care."

    Emily's father, Luis Bracamontes, said last week in an interview with NBC News that his daughter was safe and being treated by doctors in Mexico.

    "Unfortunately they are still being uncooperative with us," Martos said. "It's bizarre that they will talk to the media but at this point are unwilling to talk to investigators."

    Evidence of Early Life Draws Ire from Scientists

    Life may have first emerged on land about 100 million years earlier previously thought, suggests a study that has scientists up in arms, many of whom are arguing that the research paper should never been published in the first place.

    The study, published today (Dec. 12) in the journal Nature, suggests that ancient fossilized creatures found in Southern Australian sediments actually came from land, not from the ocean. If the findings are true, the fossils would have been lichenlike plants that first colonized land, not ocean-dwelling ancestors of jellyfish.

    "We have big organisms living on land a lot further back than we thought before," said study author Gregory Retallack, a geologist and paleobotanist at the University of Oregon.

    But the study has faced intense skepticism from several experts in the field ? some of whom have questioned not only the study's scientific validity, but also its acceptance into a prestigious scientific journal.

    "I find Retallack's observations?dubious, and his arguments poor. That this was published by Nature?is beyond my understanding," wrote Martin Brasier, a paleobiologist at the University of Oxford who was not involved in the study, in an email.

    Primitive sea dwellers

    Scientists first discovered the fossils in 1947 in the Ediacaran Hills of Southern Australia. The reddish rocks contained imprints from a strange, striated creature called Dickinsonia, as well as other primeval creatures?that lived around 550 million years ago.     Until now, scientists had long believed the rocks were made up of ocean sediments and that Dickinsonia and other primeval creatures fossilized in the outcroppings were sea dwellers similar to jellyfish or sea pens that lived just before the Cambrian explosion?began about 540 million years ago, when all the major animal groups suddenly appeared.

    But when Retallack first saw the fossils, he wondered whether they were formed on land. In particular, the fossils had a reddish hue that comes from oxygen in the atmosphere reacting with iron to create rust ? a process that doesn't happen under the sea, he said. He also noticed that nodules throughout the rock looked strikingly similar to the rootlike structures put out by primitive lichen or fungi found in other ancient soils.

    To see if some of the Ediacaran fossils were land-dwellers, he tested the rock's composition and found it was characteristic of the very first stages of soil formation on land, in which nutrients such as potassium and magnesium are depleted. A similar process doesn't happen in the ocean, he said.

    In the current paper, Retallack argues that the ancient fossils are actually a primitive precursor to lichen or fungi and that they helped colonize land, paving the way for the Cambrian explosion.

    Even today, lichen?are the pioneers that first take root on bare rock, creating the precursors of soil (other organisms can grow on lichens).

    "One of the first things that happens when you have a piece of bare ground is some lichen come in and eventually some new stuff comes in like dandelions, and pretty soon you've got a tall Douglas fir forest," Retallack told LiveScience.

    Scientists skeptical

    But several scientists have called his claims into question and wonder why Nature published the piece. [Top 10 Science Journal Retractions]

    The rocks may have turned their reddish hue much more recently, some 65 million years ago, when they somehow rose above the water; in that scenario, the sediments could have been underwater at the time Dickinsonia and other Ediacaran creatures lived, Shuhai Xiao, a paleontologist at Virginia Tech wrote in an accompanying article in Nature. In addition, the chemical composition of the rocks doesn't preclude the fossils originating in the ocean.

    What's more, some of the fossils are oriented as if they were dragged by current or ocean waves, Xiao wrote. Finally, many of the species Retallack reclassifies as land-dwellers are found elsewhere in the world in rocks that are unambiguously formed from ocean sediments.

    Retallack's ideas "would represent a fundamental change in our picture of evolution, but they will probably face continuing skepticism because the evidence is unconvincing," he wrote.

    House Republicans have sent the White House another counteroffer to avert the so-called "fiscal cliff," Speaker John Boehner's office confirmed Tuesday.

    Boehner's office did not provide any details or specifics about what the offer contains.

    Boehner spokesman Michael Steel provided a brief statement:

    "We sent the White House a counter-offer that would achieve tax and entitlement reform to solve our looming debt crisis and create more American jobs. As the Speaker said today, we?re still waiting for the White House to identify what spending cuts the president is willing to make as part of the 'balanced approach' he promised the American people. The longer the White House slow-walks this process, the closer our economy gets to the fiscal cliff."?

    CNBC reported that Obama sent Republicans a counteroffer on Monday. It included $1.4 trillion in new tax increases, down from $1.6 trillion in the White House's initial offer.

    The GOP's latest offer comes just more than a week after its original counter-proposal. In that offer, Republicans tried to re-establish a new framework from which to negotiate, based off?a plan outlined by former?Clinton chief of staff Erskine Bowles.?

    It proposes to increase revenues by $800 billion through eliminating loopholes and deductions for the wealthiest Americans, cutting $900 billion in mandatory spending and $300 billion in non-discretionary spending.

    Earlier on Tuesday, White House press secretary Jay Carney rebutted Boehner's charge that the president had yet to offer specifics.?

    "The President, unlike any other party to these negotiations, has put forward detailed spending cuts as well as detailed revenue proposals. It is a simple fact," Carney told reporters, subsequently holding up a copy of Obama's 2011 budget plan.

    More Egypt protests called after Morsi concession

    CAIRO (AP) ? Egypt's liberal opposition called for more protests Sunday, seeking to keep up the momentum of its street campaign after the president made a partial concession overnight but refused its main demand he rescind a draft constitution going to a referendum on Dec. 15.

    President Mohammed Morsi met one of the opposition's demands, annulling his Nov. 22 decrees that gave him near unrestricted powers. But he insisted on going ahead with the referendum on a constitution hurriedly adopted by his Islamist allies during an all-night session late last month.

    The opposition National Salvation Front called on supporters to rally against the referendum. The size of Sunday's turnout, especially at Cairo's central Tahrir square and outside the presidential palace in the capital's Heliopolis district, will determine whether Morsi's concession chipped away some of the popular support for the opposition's cause.

    The opposition said Morsi's rescinding of his decrees was an empty gesture since the decrees had already achieved their main aim of ensuring the adoption of the draft constitution. The edicts had barred the courts from dissolving the Constituent Assembly that passed the charter and further neutered the judiciary by making Morsi immune from its oversight.

    Still, the lifting of the decrees could persuade many judges to drop their two-week strike to protest what their leaders called Morsi's assault on the judiciary. An end to their strike means they would oversee the Dec. 15 vote as is customary in Egypt.

    If the referendum goes ahead, the opposition faces a new challenge ? either to campaign for a "no" vote or to boycott the process altogether. A low turnout or the charter passing by a small margin of victory would cast doubts on the constitution's legitimacy.

    It was the decrees that initially sparked the wave of protests against Morsi that has brought tens of thousands into the streets in past weeks. But the rushed passage of the constitution further inflamed those who feel Morsi and his Islamist allies, including the Muslim Brotherhood, are monopolizing power in Egypt and trying to force their agenda.

    The draft charter was adopted amid a boycott by liberal and Christian members of the Constituent Assembly. The document would open the door to Egypt's most extensive implementation of Islamic law, enshrining a say for Muslim clerics in legislation, making civil rights subordinate to Shariah and broadly allowing the state to protect "ethics and morals." It fails to outlaw gender discrimination and mainly refers to women in relation to home and family.

    Sunday's rallies would be the latest of a series by opponents and supporters of Morsi, who hails from the Muslim Brotherhood.

    Both sides have drawn tens of thousands of people into the streets, sparking bouts of street battles that have left at least six people dead and hundreds wounded. Several offices of the Muslim Brotherhood also have been ransacked or torched in the unrest.

    Morsi, who took office in June as Egypt's first freely elected president, rescinded the Nov. 22 decrees at the recommendation Saturday of a panel of 54 politicians and clerics who took part in a "national dialogue" the president called for to resolve the crisis. Most of the 54 were Islamists who support the president, since the opposition boycotted the dialogue.

    In his overnight announcement, Morsi also declared that if the draft constitution is rejected by voters in the referendum, a nationwide election would be held to select the next Constituent Assembly.

    The assembly that adopted the draft was created by parliament, which was dominated by the Brotherhood and other Islamists, and had an Islamist majority from the start. The lawmaking lower house of parliament was later disbanded by court order before Morsi's inauguration.

    If the draft is approved in the referendum, elections would be held for a new lower house of parliament would be held within two months, Morsi decided.

    The president has maintained all along that his Nov. 22 decrees were motivated by his desire to protect the country's state institutions and transition to democratic rule against a "conspiracy" hatched by figures of the ousted regime of Hosni Mubarak.

    Morsi, whose claims have been repeated by leaders of his Brotherhood, has yet to divulge details of the alleged conspiracy.

    Obama warns Americans storm 'is not yet over'

    (AP) ? Seeking to project command in a crisis, President Barack Obama told storm-stricken residents along the East Coast that "America is with you" but warned that the disaster "is not yet over."

    As the countdown to Election Day reached the one week mark, Obama immersed himself Tuesday in his official duties. He convened conference calls with state and local officials, held briefings in the White House Situation Room and dropped by Red Cross headquarters in Washington.

    "My instructions to the federal agencies has been, 'Do not figure out why we can't do something; I want you to figure out how we do something,'" Obama said. "There's no excuse for inaction at this point."

    Obama said there still were risks of flooding and downed power lines and called the storm "heartbreaking for the nation."

    The White House also announced that Obama was scrapping a third consecutive day of campaigning and instead would travel to New Jersey on Wednesday to view the devastation from superstorm Sandy. His tour guide was to be New Jersey's Republican governor, Chris Christie, a supporter of GOP presidential nominee Mitt Romney.

    Christie's political affiliations, however, didn't stop him from showering praise on Obama for the president's response to the huge storm that battered his state and several others.

    "The president has been all over this and he deserves great credit," Christie told MSNBC's "Morning Joe." ''I've been on the phone with him, like I said, yesterday personally three times. He gave me his number at the White House, told me to call him if I need anything, and he absolutely means it. It's been very good working with the president."

    With Obama back in Washington, the White House, which had taken a backseat to the presidential campaign for months, suddenly was the hub of activity. Aides described the staff, especially those who had been sidelined by the re-election campaign, as reinvigorated by the challenge of coordinating the storm response.

    Obama made phone calls to local officials well into the early morning hours Tuesday. He also convened a conference call with 13 governors and seven mayors in states impacted by the storm.

    The officials, speaking in geographical order from south to north, briefed the president on the storm's impact and the status of recovery efforts in their areas. The president played the role of facilitator, trying to arrange for officials in places where the storm's impact was minor to send resources to hard-hit areas.

    Obama planned to turn his attention back to campaigning Thursday, with stops scheduled in Nevada, Colorado and Ohio. Campaign officials said the president may try to make up for lost time by adding more events to an already busy schedule this weekend and into next week.

    Multi-window feature could be headed to Galaxy S3 in Android 4.1.2 update

    The Galaxy S3 may have just been updated to Android 4.1.1 Jelly Bean in Europe, but it seems Samsung may already be focusing on the next major software update. According to reports from SamMobile, the S3 will be updated to Android 4.1.2 before the end of the year, and that new firmware will also include one of the Galaxy Note 2's killer features -- "multi-window" support.

    The Note 2's multi-window feature, shown in our quick demo video above, allows true multi-tasking by having two applications open on-screen at any one time -- for example, a browser window up top, and a YouTube video down below. Not all apps are supported yet, but all major Google and Samsung apps work just fine, as do some third-party offerings like Twitter.

    SamMobile has a pretty decent track record for revealing Samsung software secrets ahead of time, so there's a good chance they're right about multi-view on the S3.
