US Ambassador to India Nancy Powell meets UP CM
Ambassador Nancy J Powell on Thursday met Uttar Pradesh Chief Minister Akhilesh Yadav at his official residence in Lucknow, official sources said.
"Powell met Yadav at his residence at 5, Kalidas Marg this afternoon. It was a courtesy meeting," the sources said.
In the meeting, Powell expressed her desire to strengthen relationship with Uttar Pradesh and said that there various investment opportunities in the state.
The US leader also sought to know from the chief minister about the priorities of the state government during the visit, they said.
Powell also met Governor BL Joshi and Rajbhawan, they added.

Former Murdoch executive held in UK hacking inquiry
LONDON (Reuters) - Tom Crone, a former senior legal executive at Rupert Murdoch's British newspaper business, has been arrested by police investigating allegations of phone-hacking by journalists, media reported on Thursday.
London police confirmed they had arrested a 60-year-old man at his home in southwest London on suspicion of conspiring to intercept communications, but declined to name him.
However Crone, the former legal chief of Murdoch's News of the World tabloid on which the police inquiry is centered, was the arrested man, according to Sky News, part of Murdoch's News Corp group, and other media outlets.
There was no answer from Crone's mobile phone when Reuters tried to contact him.
Eight senior figures at the now-defunct News of the World have been charged with conspiring to hack phones, including former editor and Prime Minister David Cameron's ex-media chief Andy Coulson and Rebekah Brooks, who oversaw Murdoch's British newspaper arm News International.
The scandal has not only rocked News Corp, it has put the notoriously aggressive British press under the spotlight and embarrassed senior politicians, including Cameron, over their often cozy ties with the Australian-born businessman.
Crone resigned from his post in July last year at the height of public anger over revelations journalists from the News of the World Sunday tabloid had hacked the phones of people ranging from celebrities and politicians to victims of crime.
He subsequently fell out with Murdoch and his son James, then News International chairman, accusing James of giving false information to a parliamentary committee about an email in 2008 which indicated that hacking was widespread on the tabloid.
James Murdoch has denied knowing about the full scale of the problem until it became apparent last year and said Crone himself had misled lawmakers.

At a public inquiry into Britain's newspaper industry ordered by Cameron in the wake of the outcry over phone-hacking, Rupert Murdoch blamed a culture of cover-up on Crone, an allegation the lawyer described as a "shameful lie".
Detectives have now arrested 25 people as part of the phone-hacking probe, and have held more than 50 others in related inquiries into illegal payments to public officials and the hacking of computers.
On Wednesday, detectives arrested a 28-year-old former Times journalist over suspected offences under the Computer Misuse Act over hacking that led to the identification of an anonymous blogger in 2009.
Patrick Foster, former media correspondent at the Murdoch's newspaper, wrote a story exposing a police officer as the author of a popular blog, information which the paper's editor admitted had resulted from the hacking of the blogger's email account.
The arrests come as senior judge Justice Brian Leveson prepares to deliver the findings from his 10-month inquiry into press ethics after hearing evidence from hundreds of witnesses including many who condemned papers' tactics and behavior.
One newspaper editor said Leveson had sent a letter to major newspaper groups giving them advance warning of possible criticism in his final report, calling it a "damning indictment" of the industry.
"The best way I can describe it is that he's loading a gun, and this document, well over 100 pages, is all the ammunition," Chris Blackhurst, editor of the Independent, told BBC radio, adding he was worried about the inquiry's outcome.
"Believe you me there is plenty of ammunition - you read it and you just gulp."

73 charged over attacks on Ivory Coast army
Seventy-three people have been detained in Ivory Coast on charges that include violating state security following attacks on the army this month, a military prosecutor said Thursday.
"Fifty-four civilians and 19 soldiers are being held in jail," Ange Kessi told AFP, adding they were charged with disturbing public order, violating state security or murder.
He added that 149 people had initially been detained following the series of attacks, but 76 were released after questioning.
He said the soldiers' trial would begin September 6 but did not specify a date for the others.
The attacks, which killed a dozen men in the west of the country and in the Abidjan region sparked a sharp rise in tension more than a year after the post-electoral crisis of December 2010 to April 2011 which claimed 3,000 lives.
Both President Alassane Ouattara's government and the army have blamed the attacks on supporters of former president Laurent Gbagbo, who triggered the crisis by refusing to admit defeat at the polls to Ouattara.
The Ivorian Popular Front (FPI), formerly Gbagbo's party, has denied the claims and demanded inquiries.
Three key Gbagbo allies have been arrested since the recent attacks: FPI secretary general Laurent Akoun, former minister Alphonse Douati, and Gbagbo's spokesman Kone Katinan Justin.
On Tuesday, the head of Ivory Coast's post-war reconciliation panel said the country urgently needed dialogue amid the resurgence of tensions between the president and the opposition.

Mechanisms that protect plants from freezing are placed in storage during the summer and wisely unpacked when days get shorter.
In the current issue of the Proceedings of the National Academy of Sciences, Michael Thomashow, University Distinguished Professor of molecular genetics, demonstrates how the CBF (C-repeat binding factor) cold response pathway is inactive during warmer months when days are long, and how it's triggered by waning sunlight to prepare plants for freezing temperatures.
The CBF cold response pathway was discovered by Thomashow's team, and it has been shown to be active in crop species as they ready themselves for cold weather.
"We knew that when plants are exposed to cold, nonfreezing temperatures, they can better survive below-freezing temperatures," said Thomashow, who co-authored the study with Chin-Mei Lee, MSU plant biologist. "What this new research demonstrates, though, is that plants' defense mechanisms are also triggered by shortening daylight."
It's widely known that waning daylight triggers trees' defenses against freezing, but this has never been demonstrated in crops and other annual plants. The paper not only shows that such plants use shorter days as a cue for the impending winter, but that the mechanism also is turned off during the warm growing season.
"The CBF pathway is actively turned off during the summer to prevent the allocation of precious resources toward unneeded frost protection," Thomashow said.
Identifying the genes involved in this process gives researchers the potential tools to fine tune this regulation and increase crop productivity, he added.

Perishing Pets ? Exotic Pet Study Finds Three Out Of Four Reptiles ...
Animal Protection Agency:
A new scientific study of the exotic pet trade has found that at least 75% of pet snakes, lizards, tortoises and turtles die within one year in the home. It is thought that most of these newly purchased animals, whose natural longevities range from 8-120 years according to species, die from captivity stress-related causes.
In an article in the latest issue of?The Biologist, published by the Society of Biology, scientists compared the number of reptiles that enter the UK market each year to the numbers of reptile pets that reside, year on year, in private homes. Based on these figures, the authors found that at least three quarters of reptiles perish within their first year in the home.
The study also looks into the impacts of the exotic pet trade on species populations and whole ecosystems, and the disruption caused by the release of non-native species into the environment. The trade also takes its toll on human health with an estimated 5,600 cases of reptile-related salmonellosis (just one of many animal-to-human disease threats posed by exotic pets) occurring in the UK each year.
Says Elaine Toland, Director of the Animal Protection Agency:
?The fact that most reptiles die within a year is truly tragic and is probably unresolvable because reptiles and captivity simply don?t mix. The trade in wild-caught and captive-bred lizards, snakes, tortoises and turtles is wasteful, destructive and inhumane, and even the most conscientious and well-intentioned keepers cannot realistically provide for all these animals? biological needs. The public would never tolerate three out of four dogs dying annually in the home, and nor should we tolerate such premature mortality in reptiles. A ban on this high turnover trade in ?disposable? animals is long overdue.
Says: Clifford Warwick, Biologist and Medical Scientist:
?The trading and keeping of exotic pets is responsible for decades of ecological, animal welfare and public health harm on a massive scale. Both formal regulation and enforcement, along with years of efforts at educating people about the major problems inherent to wildlife trading have fundamentally and grossly failed to control what has been a persistent and exacerbating environmental, animal welfare and human health mess. The more one looks into the exotic pet trade, the worse it gets. The only way forward is a ban on trade.?

?Major threats such as habitat loss and climate change mean there is simply less wildlife out there, making human-wildlife impacts now greater than ever. The impacts of the exotic pet industry are additional burdens the world does not need.?

Refinery blast kills 26 in Venezuela, dozens hurt
CARACAS, Venezuela (AP) ? A huge explosion rocked Venezuela's biggest oil refinery and unleashed a ferocious fire on Saturday, killing at least 26 people and injuring more than 80 others in one of the deadliest disasters ever to hit the country's key oil industry.
Balls of fire rose over the Amuay refinery, among the largest in the world, in video posted on the Internet by people who were nearby at the time. Government officials pledged to restart the refinery within two days and said the country has plenty of fuel supplies on hand to meet domestic needs as well as its export commitments.
The explosion shattered walls of nearby shops, ripped out windows from homes and left the surrounding streets covered with rubble and twisted scraps of metal.
President Hugo Chavez declared three days of mourning and ordered an investigation to determine the cause of the explosion. "This affects all of us," Chavez said by phone on state television. "It's very sad, very painful."
In a neighborhood next to the refinery, shopkeeper Yolimar Romero said she was at her computer when a shock wave swept over the area shortly after 1 a.m.
"At that instant, the whole house shook as if it were an earthquake," she said. "The windows went flying off with their frames and everything."
Electricity was knocked out, leaving Romero in the dark and her house filled with smoke. She found a flashlight and started looking for her husband and three children.
Outside on the street, the family saw scattered hunks of brick walls and ruins of a National Guard post and about 20 other homes. Bodies were being pulled from buildings down the street.
At least 86 people were injured, nine of them seriously, Health Minister Eugenia Sader said at a hospital where the wounded were taken. She said 77 people suffered light injuries and were released.
Officials said those killed included a 10-year-old boy, and that 17 of the 26 victims were National Guard troops stationed at the post next to the refinery.
Vice President Elias Jaua, who traveled to the area in western Venezuela, said the authorities tried "to save the greatest number of lives."
Officials said firefighters had largely controlled the fire at the refinery on the Paraguana Peninsula, where flames were still visible on Saturday night after billowing dark smoke all day.
The blast occurred about 1:15 a.m. when a natural gas leak created a cloud that ignited, Oil Minister Rafael Ramirez said.
"That gas generated a cloud that later exploded and has caused fires in at least two tanks of the refinery and surrounding areas," Ramirez said.
Images shortly after the explosion showed the flames casting an orange glow against the night sky, and injured survivors on a stretcher and in a wheelchair. The bloodied bodies of victims were loaded onto pickup trucks.
Ramirez said a panel of investigators was being formed to determine the cause of the gas leak. A prosecutor was appointed to lead the investigation and troops were deployed to the area.
While the cause of the disaster remains unclear, some oil workers and critics of Chavez's government have recently pointed to increasing numbers of smaller accidents and spills as an indication of problems within the state-run company.
"We warned that something was going to happen, a catastrophic event," said Ivan Freites, secretary general of a 1,200-member union of oil and natural gas industry workers in Falcon state where the refinery is located. He spoke in a telephone interview from an area near the refinery, where he could see the flames raging in the distance.
The refinery complex's general manager, Jesus Luongo, denied that a lack of maintenance was to blame, saying in the past three years more than $6 billion has been invested in maintaining the country's refineries.
Ramirez said the explosion hit an area of storage tanks, damaging nine tanks.
"All of the events happened very quickly," Ramirez said. "When we got here in the middle of the night, at 3 or 3:30 in the morning, the fire was at its peak."
The oil minister said that supplies of fuel had been cut off to part of the refinery and that firefighters were using foam to extinguish the flames in one of the remaining tanks.
"This regrettable and sad event is controlled, is under control," Ramirez said on television, while plumes of smoke continued to billow.
Amuay is part of the Paraguana Refinery Complex, which also includes the adjacent Cardon refinery. Together, the two refineries process about 900,000 barrels of crude per day and 200,000 barrels of gasoline. Venezuela is a major supplier of oil to the U.S. and a member of the Organization of Petroleum Exporting Countries.
Ramirez said the state oil company Petroleos de Venezuela SA should be able to "restart operations in a maximum of two days."
"We want to tell the country that we have sufficient inventories of fuel. We have 10 days of inventory of fuel," Ramirez said. He said the country's other refineries were operating at full capacity and would be able to "deal with any situation in our domestic market."
An official of the state oil company, known as PDVSA, said the country also has enough supplies on hand to guarantee its international supply commitments. The official spoke on condition of anonymity because he wasn't authorized to speak publicly about the matter.
In terms of international oil markets, the disaster is not likely to cause much of a ripple, said Jason Schenker, an energy analyst and president of Austin, Texas-based Prestige Economics LLC. Noting that other refinery accidents and shutdowns regularly occur around the world, he said: "There's likely to be relatively limited impact on global crude or product pricing."
"The real tragedy," he said, "is that these events continue to happen, not just in Venezuela but everywhere. It is a dangerous business."
Gustavo Coronel, an energy consultant and former PDVSA executive, called the tragedy "probably the worst one the oil industry has had in many years."
"Accidents happen, of course, although the problem with PDVSA is the inordinate amount of accidents that have taken place during the last years," Coronel said. Considering the overall record, "we are not talking about bad luck but about lack of maintenance and inept management," he said.
The labor leader Freites, who has worked at the refinery for 29 years, said workers had repeatedly alerted state oil company officials to problems that they feared could lead to an accident. One opposition group comprised of former PDVSA employees, Gente del Petroleo, or Oil People, said it could not yet pass judgment on the cause of the explosion. But it but noted there had been ample concerns about lack of maintenance and poor management.
The group said in a statement that since 2003, 79 other serious accidents have been reported at the Paraguana Refinery Complex, collectively killing a total of 19 workers and injuring 67 others.
Opposition leader Henrique Capriles, who is challenging Chavez in the country's Oct. 7 presidential election, expressed condolences to the victims and their families.
"We Venezuelans are one, and we grow in the face of this type of situations," Capriles said.

I am an 18 year old female. In eighth grade I introduced myself to my best friend?s cousin. He lives, and always have lived, 2 hours away from me. We talked on myspace until the fall of my sophomore year in highschool, where my mom brought me to his house to meet him, and his family, in person. The night i met him, we went on our first date to his homecoming. He also went to mine, shortly after. And, also, he was my surprise at my 16th surprise birthday party. But, the night of my homecoming he asked me to be his girlfriend and, even though I really really like the boy, I was scared to say yes because he told me he loved me. I wasn?t ready to hear the L word at sixteen. Ive never had an official relationship. I?ve never been in love. We ended up staying ?just friends? for years, after that! Which seemed good for me until, a year ago, he tried to move on. He dated a girl for almost a whole year. I kept my mouth shut, but deep down, i was sad and jealous of his new relationship because i used to have feelings for him and felt like they were coming back. Ever since we?ve be we?ve referred to each other as ?best friends? even though, five years later, he claims, and I KNOW and believe him that to him, i?m not just a best friend. To him, im the love of his life. He realized his love for me after trying to move on with another girl. He is head over heels in love and claims that he won?t stop loving me until I?m walking down the aisle with another man. This past june was my highschool graduation party. He is a DJ so i asked him to DJ the party. When he came to the party we reconnected. My friends and family said how obvious it was that he like me because ?he couldnt take his eyes off me the whole night?. We ended up hanging out often this summer. His girlfriend (who was always arguing with him) for month and month broke up with him and HE was the one who had to chase her back to ?fix things.? But this summer, she broke up with him yet again, and, this time, he had it. He didn?t chase her back even though ten mins later his girl went chasing him back. But, he chose me. They ended thing on a good note, thankfully, and agreed to stay friends. Now, MY DILEMMA. I am dating my best friend of five years

AP Exclusive: Romney uses secretive data-mining
WASHINGTON (AP) ? Building upon its fundraising prowess, Mitt Romney's campaign began a secretive data-mining project this summer to sift through Americans' personal information ? including their purchasing history and church attendance ? to identify new and likely wealthy donors, The Associated Press has learned.
The project employs strategies similar to those the business world uses to influence the way Americans shop and think. Now they're being used to sway presidential elections. The same personal data consumers give away ? often unwittingly when they swipe their credit cards or log into Facebook ? is now being used by the people who might one day occupy the White House.
For Romney's data-mining project, which began as early as June, the Republican candidate quietly turned to a little-known but successful analytics firm that previously performed marketing work for a colleague tied to Bain & Co., the management-consulting firm that Romney once led.
The head of Buxton Co. of Fort Worth, Texas, chief executive Tom Buxton, confirmed to the AP his company's efforts, which help Romney identify potentially wealthy and previously untapped Republican donors across the country. The Romney campaign declined to discuss on the record its work with Buxton or the project's overall success.
There are no records of payments to Buxton from Romney's campaign, the Republican National Committee or a joint fundraising committee. Under federal law, companies cannot use corporate treasury funds or resources, such as proprietary data analysis, for in-kind contributions to federal campaigns.
The effort by Romney appears to be the first example of a political campaign using such extensive data analysis. President Barack Obama's re-election campaign has long been known as data-savvy, but Romney's project appears to take a page from the Fortune 500 business world and dig deeper into available consumer data.
Buxton said he's working for the Romney campaign because he wants "to be on the winning team."
He once worked with a former Romney business partner to provide insights, for example, about where Petco should open a new pet-supply store to maximize profits. In addition to Buxton, the data-mining project was described to the AP by a Romney fundraiser who spoke on condition of anonymity because the fundraiser did not want to face repercussions for describing internal campaign processes.
Businesses use those kinds of analytics firms to answer key questions for clients, such as where to build a retail store or where to mail pamphlets touting a new product. The analysis doesn't directly bring in campaign contributions, but it generates the equivalent of sales leads for Romney's campaign.
The project relies upon a sophisticated analysis by powerful computers of thousands of commercially available, expensive databases that are lawfully bought and sold behind the scenes by corporations, including details about credit accounts, families and children, voter registrations, charitable contributions, property tax records and survey responses. It combines marketing data with what is known in this specialized industry as psychographic data analysis, which tries to ferret out Americans' consumer behavior and habits.
An early test analyzed details of more than 2 million households near San Francisco and elsewhere on the West Coast and identified thousands of people who would be comfortably able and inclined to give Romney at least $2,500 or more.
An AP analysis this week determined that Romney's campaign has made impressive inroads into even traditionally Democratic neighborhoods, collecting more than $350,000 this summer around San Francisco in contributions that averaged $400 each. High-dollar donors have been essential to Romney's election effort, unlike Obama, who relies on more contributors giving smaller amounts.
Romney and the GOP have out-fundraised Obama's re-election effort for the past three months.
The fate of the presidency may depend on who raises more money in the campaign, whose cost for the first time is approaching $2 billion. That figure includes hundreds of millions of dollars spent by super political action committees that accept unlimited and in some cases effectively anonymous contributions from millionaires, companies, labor groups and others to pay for television campaign advertisements across the nation.
Buxton confirmed that the data-mining project began with the help of Dick Boyce, Romney's former Bain & Co. colleague, after Romney joined fundraising forces with the Republican National Committee. Buxton expressed such confidence in his business and analysis methods that, in nearly two decades of running his firm, he told AP he has always been able to answer essential questions for customers.
"I can look at data of any kind and say, 'I want to know who that $100 donor could be,'" Buxton said. "We look at data of any kind."
Obama's campaign employs its own form of data analysis to lure potential supporters, via Facebook and Twitter, to fine-tune messages for supporters and potential donors. The Obama campaign declined to comment on its internal fundraising practices, although Buxton said it doesn't work with Obama's campaign.
Romney's campaign has also been secretive about how it raises its money, and most fundraising events have been closed to the press. Unlike Obama, Romney's campaign has declined to publicly identify the names of major fundraisers, known as bundlers, who have helped amass much of its money. Details of this project have not been made public until now.
Buxton is not listed as a vendor in any of the campaign's finance reports submitted to the Federal Election Commission, although some campaigns do not report expenses until the vendor sends them a bill.
When AP initially asked Buxton about its work for Romney, it declined to acknowledge that it helped raise money for the RNC, even as its own website displayed a prominent log-in page for "2012 presidential donor prospecting." That web address contained the letters "RNC" ? a common abbreviation for the Republican National Committee. After the AP's continued questioning, the company replaced the "RNC" letters in the web address with a generic "campaign" the next day.
This is not Buxton's first foray into politics: In 2006, the company produced 1,000 names for a Connecticut campaign to meet a write-in ballot requirement, the Fort Worth Star-Telegram then reported, and 900 of them signed up.
Few in Washington campaign circles recognized the work of Buxton, although it lists thousands of other clients in the public and private sector, including hospitals and local governments.

A spokesperson for Taylor Swift has denied rumors she crashed a wedding over the weekend, even though the mother of the bride and Kathie Lee Gifford both said she did.
The singer attended the marriage of Kyle Kennedy and Liam Kerr in Boston, Massachusetts on Saturday with her rumored new boyfriend Conor Kennedy.
However, the bride's mother Victoria Gifford Kennedy claims Swift was not invited to the event at the city's Fairmont Copley Plaza hotel and was asked to leave.
She told the Boston Herald, "They (Swift and Kennedy) texted me an hour before the wedding and asked if they could come. I responded with a very clear, 'Please do not come.' They came anyway... I personally went up to Ms. Swift, whose entrance distracted the entire event, politely introduced myself to her, and asked her as nicely as I could to leave. It was like talking to a ghost. She seemed to look right past me."
Kathie Lee Gifford also stated on The Today Show on Thursday that Swift crashed the wedding party and was asked "twice" to leave, and said they eventually did leave. ?Gifford also went on to say, "I was out in the hallway, she was waiting, standing around, and he came out and took her by the hand and they left," Gifford said. "So, I didn't know there was any drama going on at the time, until I spoke to Vicki."
Nevertheless, Swift's representative Paula Erikson is adamant the bride was happy to see the singer at the ceremony, saying, "There is no truth to that (story). Taylor was invited to the wedding and the bride thanked her profusely for being there."

Five Stars For All: 2013 Ford Explorer, Taurus, Lincoln MKS Earn Top NHTSA Rating
Three 2013 Ford and Lincoln models have achieved a top score in the National Highway Transportation Safety Administration?s crash testing. Five star ratings have been awarded to the 2013 Ford Taurus, 2013 Ford Explorer, and the 2013 Lincoln MKS.
In NHTSA?s New Car Assessment Program (NCAP), all three cars earned an overall vehicle score of five stars. The score factors in frontal and side-impact testing with the vehicle?s ability to resist rolling over. They are the only Ford and Lincoln products to achieve the top rating at this point in time. It?s not too surprising that all three vehicles earned the five-star rating ? after all, they?re all built on the same D3 platform.
Along with sharing platforms and powertrains, the Explorer, Taurus, and MKS also share a number of safety equipment that the Ford believes helped them earn a five-star rating. For 2013, Ford redesigned the passenger airbag and restraint systems in all three cars, and added a passenger-side knee airbag on the Explorer. All Tauruses, Explorers, and MKS models come standard with dual-stage driver and front passenger airbags, side impact airbags for front-seat passengers, and side curtain airbags for all rows of seating. Electronic stability control is standard on the Taurus and MKS; traction control with roll stability control is standard on the Explorer. Additional safety equipment like forward collision warning, blind spot monitoring, and rear inflatable seatbelts (Explorer only) are also available as options.
The 2013 Ford Taurus, Explorer, and?Lincoln MKS are all on sale now. Pricing starts at $27,395 for the Taurus, $29,695 for the Explorer, and $43,685 for the MKS. (All prices include destination charges.)

Romney to declare goal of North American energy independence by 2020
LITTLE ROCK, Arkansas (Reuters) - Republican presidential candidate Mitt Romney will lay out policies on Thursday aimed at achieving North American energy independence by 2020 by pursuing a sharp increase in production of oil and natural gas on federal lands and off the U.S. coast.
Romney is to unveil his plan at a truck and supply business in Hobbs, New Mexico, as he seeks to draw a sharp contrast between his energy policies and those of President Barack Obama and detail in part how he would rekindle job growth in the United States.
His emphasis on the economy amounts to an effort to return the campaign to the central issue Romney believes is most critical in the November 6 election and the key to a victory for him.
The economic debate has to a certain extent been sidelined in recent days by controversial remarks about rape by a Senate Republican candidate in Missouri, Todd Akin, who Romney has denounced.
Romney's energy policies are heavily tilted toward increased production of carbon-based resources, oil, gas and coal, that environmentalists blame for global warming. He is outlining the policy two days after going over some of the details with executives from the oil industry who contributed to his campaign at fund-raising events in Texas.
Republicans are eager to make greater use of the U.S. energy supply to increase jobs for Americans suffering amid an 8.3 percent unemployment rate. They would curtail some federal regulations to permit more production.
Romney is to predict that a full-blown energy plan will create 3 million jobs in energy sectors and other areas, part of an ambitious effort to create 12 million jobs during a Romney presidency.
"I want every American who wants a good job to be able to have one," Romney told Republicans at a fund-raising event in Little Rock on Wednesday.
The centerpiece of Romney's energy plan is to permit individual states to manage energy development on federal lands within their borders, according to a "white paper" released by the campaign and a briefing for reporters by senior aides in advance of the speech.
Currently the federal government controls development on these lands, and Romney's aides said that under Obama, this has led to a sharp reduction in exploration over the past year.
Letting states issue permits for exploration on federal lands would speed up the process, Romney will argue.
Romney would also open up areas off the East Coast to oil exploration, and in particular would reverse Obama's decision to suspend development off the coast of Virginia following the 2010 BP oil spill in the Gulf of Mexico.
He would establish a five-year offshore leasing plan that would open new areas for development beginning with those off the coast of Virginia and the Carolinas.
A North American energy partnership with Canada and Mexico would also be sought and Romney would allow construction of the Keystone XL pipeline from Canada to Texas, which has been delayed by the Obama administration.
"I'm going to take advantage of our energy resources: Oil, coal, gas, nuclear, renewables, wind, solar. North America will be energy independent by the last year of my second term," he said.
The plan makes little mention of climate change or greenhouse gases. Romney policy adviser Oren Cass said Romney supports green energy and government spending on energy research, but opposes loan guarantees for green companies.
A tax credit for the wind industry expires at the end of this year. Obama supports an extension of it while Romney opposes it even though it could hurt him with voters in Iowa and Colorado. Cass said the wind industry has lost 10,000 jobs and growth has slowed.
"Gov. Romney is focused on actually setting the wind industry up to be a competitive, innovative industry that can succeed on its own two feet, like so many other successful and profitable industries in the country," he said.
